Description
REQ # 1061067 The Food and Drug Administration (FDA) is seeking Full and Open Competition for vendors that can provide quotations/proposals. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is FDA-SOL-1061067. This solicitation is being issued as a BRAND NAME OR EQUAL to Request for Quotation (RFQ). (iii) This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. (iv) The associated NAICS code is 334516 and the small business size standard is 500 employees. (v) JEOL AccuTOF-D Mass Spectometer with a DART (Direct Analysis in Real Time) sample interface or equivalent. (vi) The Food and Drug Administration requests responses from qualified sources capable of supplying one (1) of the product in accordance with the salient characteristics listed below: Project Title: Mass Spectrometer. The Office of Regulatory Science, Division of Analytical Chemistry require the purchase of a Time-of Flight Mass Spectrometer with Direct Analysis in Real Time sample interface for the development of quantitative and qualitative methods for the identification and analysis of economic adulterants foods, contaminants and pesticides foods, dietary supplements, vitamins in foods, food additives, chemicals related to food defense, packaging materials and the characterization of botanical materials and natural products. This instrumentation will be used to develop methods which can be used in real time (complete analysis time in seconds) for the analysis of these types of chemicals in foods. This instrumentation is required to continue and to expand the efforts of CFSAN FDA to protect the U.S. food supply and to respond to emergencies in a timely and accurate manner. The requirements of the Mass Spectrometer must meet the following Salient Characteristics: 1. A Time-of-Flight mass analyzer (TOF) with an ADC data acquisition system providing for a wide, linear dynamic range of 104. 2. The dynamic range shall be sufficient for quantitative analysis as well as data acquisition over a wide range of sample concentrations. 3. Data acquisition shall cover the full mass range, at minimum 10 to 10,000 m/z. 4. The single reflectron flight path shall be at least 2 meters. 5. Resolution shall be at least 6,000 when measured at full-width-half-maximum (FWHM). 6. Sensitivity shall be S/N>10 (10pg, reserpine) or better. 7. Mass accuracy shall be 5ppm (RMS) or 0.002u (RMS) or better 8. Recording speed shall be ≥10 spectra/sec (over full mass range). 9. A Direct Analysis in Real Time (DART) source shall be included and interfaced directly onto the mass spectrometer. This source shall be a non-contact source that is operated in open air without the need for vacuum. The source shall have flowing inert gas and be capable of analyzing solids, liquids, or vapors without the need for any sample preparation or chromatography. No solvents shall be required. The response on the source shall be instantaneous when the sample is exposed to a stream of excited gas. The sample shall not need to be exposed to radiation, visible or otherwise, and can be analyzed at near-ground potential. 10. The DART must mount directly on the mass spectrometer interface without an additional adapter flange or gas transfer tube to ensure the best possible chemical analysis versatility. This is an important feature for being able to analyze for the widest range of possible compounds that can be detected by DART-MS as some compounds cannot be seen or have low sensitivity if an additional flange is incorporated into an MS system. 11. It must be possible to position the exit of the DART to within 5 mm of the mass spectrometer sampling orifice and have the detectable lower m/z range be m/z 15 or lower. This permits the monitoring of atmospheric reagent ions to allow the operator to optimize the DART performance and control the DART ionization chemistry. A heated capillary API interface will not be acceptable as it can easily become clogged or contaminated. 12. The mass spectrometer atmospheric pressure interface must consist of two offaxis skimmers, a ring lens, and a bent RF ion guide to eliminate or reduce contamination inside the vacuum system when running complex DART samples. Keeping the analyzer clean and having a minimum number of parts contributes to a more reliable long term operation. 13. It must be possible to remove the DART source and clean the mass spectrometer sampling orifice without having to turn off the source or mass spectrometer. The operator must be able to clean the orifice surface with swabs or abrasives and be able to insert a wire into the mass spectrometer orifice to clean or unclog if necessary without risk of electrical shock or shorting. 14. The DART ion source must be easily exchangeable (within 5 minutes) with the electrospray ion source without requiring any ion source venting. 15. Industry standard warranties will apply to this acquisition. Evaluation: This acquisition is issued on a Lowest Price Technically Acceptable (LPTA) basis. Tradeoffs are not permitted and no additional credit will be given for exceeding the salient characteristic requirements of the solicitation. All ratings assigned are on a pass/fail basis.
