Description
SCOPE OF WORK REPLACEMENT OF FISH TANKS AT THE BAY MODEL VISITOR CENTER SAUSALITO, CA GENERAL 1.1 Scope : Plan is to replace two (2) existing 200 gallon fish tanks with two (2) 300 gallon ones each measuring (96”X30”X24”) with black backing. Existing tanks are more than 30 years old and consistently need repair. Work for contractor will include the purchase of the material and labor to install. ALL WORK SHALL BE PERFORMED IN ACCORDANCE WITH THE SPECIFICATIONS CONTAINED HEREIN AND THE CONTRACT. WORK MUST BE PERFORMED TO THE SATISFACTION OF THE CONTRACTING OFFICER OR AUTHORIZED REPRESENTATIVES Contracting Officer: The term “Contracting Officer” means the person executing the contract on behalf of the US Government and any officer or civilian government employee who is properly designated “Contracting Officer”, and the term includes, except as otherwise provided in this contract, the authorized representative of a Contracting Officer acting within the limits of his authority. The Contracting Officer’s Representative (COR) shall be designated by a letter from the Contracting Officer at the start of the contract. Safety: All work shall be performed in accordance with the safety requirements set forth in the Corps of Engineers Manual, EM385-1-1. If safety violations are observed by, or reported to, the COR or Safety Officer, the work will be immediately terminated until compliance is restored. Work Period: All work shall be generally performed Monday thru Friday 8am-4pm. DESCRIPTION OF WORK FURNISHED BY THE CONTRACTOR 2.1 Contractor shall provide and install two (2) 300 gallon reef ready fish tanks with black backing measuring 96”X30”X24”. The tanks will also need to include the following items with the following quantities: a. Filtration System with Bio/Skimmer (2) b. Protein Skimmer w/pumps (2) c. Rio 1700 Filtration Pump (2) d. Chiller Unite 300 gallon capable (2) e. Tank Hood 96”X6”X24” (2) f. Light Hood Fixture (4) g. Light Tube (8) h. Air Diffuser 24” (2) i. 200 lb coral (1) j. Bag of Salt (6) k. Air pump (2) l. Decorative Water Plant (10) m. UV Sterilizer w/Bulb (2) 2.2 Contractor will need to install temporary fencing that meets the approval of the COE (Corps of Engineers) Safety Manual EM385-1-1 and the COR (Contracting Officer’s Representative) around immediate perimeter of work site. 2.3 Contractor shall coordinate the draining and removal of the old tanks and dispose of all equipment that the Bay Model Visitor Center staff does not wish to keep. All material will be disposed of at an approved disposal/recycling site in accordance with local, state, and federal regulations. SCHEDULING 3.1 Work to be performed in the sequence outlined in section 2 (Description of Work) and to be completed within 2 wks of commencement of work. 3.2 Contractor will notify the COR at least 2 week prior to the comencement of work to allow a relocation of the current fish in the tanks. GENERAL CONTRACT REQUIREMENTS 4.1 Any extra materials gathered in the performance of the tasks in this scope or the contract shall be returned as the property of the government and shall not be used or distributed by the Contractor without specific permission of the USACE. 4.2 The contractor shall take no direction that changes the terms and conditions of the contract action, the scope, or any changes impacting the price or schedule from any government employee or any person other than the Contracting Officer. Changes authorized by the Contracting Officer will be in the form of a written, official, signed modification to the contract action received by the Contractor before the Contractor will start to act upon those changes. The Contractor will comply with the change clauses of the contract. When the Contractor believes direction has been given from persons other than the Contracting Officer that equate to a change, by notifying the Contracting Officer. Any direction given by a government employee or any other person outside their authority must be reported to the Contracting Officer. Contracting Officer Representatives (COR) are limited to the authorities stated in the COR appointment letters. INVOICES AND PAYMENT 5.1 USACE Contracting Dept will provide in the contract exact details re: invoicing and payment SITE VISIT 6.1 Offerers, bidders, or quoters are urged and expected to inspect the site where the services are to be performed and to satisfy themselves with regarding all general and local conditions that may affect the cost of the contract performance, to the extent that the information is easily obtainable. In no event shall failure to inspect the project constitute grounds for a claim after the contract award.
