- The National Park Service contemplates issuing a sole source contract to Aeroflex Wichita, Inc. for 11 each Aeroflex IFR Model 3920 digital radio test sets with the following options: tracking generator, P25 specific testing operation, DES encryption, digital multimeter, audio analyzer, high power +10 db signal generator, low noise level -140 db spectrum analyzer, auto tune features to include a trade-in discount. Aeroflex Wichita, Inc. is the only responsible source and no other supplies or services will satisfy agency requirement. Aeroflex is the only known source that meets the following MINIMUM technical requirements to include a trade-in discount. Listed below are the required unique specifications along with why the technical data is required for use in testing and installing government owned radio equipment. * RF Generator Output +10 dBm High Output Power allows easier tuning of duplexors and cable sweeps* RF Generator Accuracy: +/- 0.6 dB Accuracy is key for analog and digital systems* Generator SSB Phase Noise: -93 dBc/Hz Low phase noise is important for testing and aligning digital systems* Receiver Sensitivity: -113 dBm (0.5uV) Critical for being able to receive and testing very low signals* Spectrum Analyzer - Noise Level -140 dBm Key for monitoring very low signals for measuring system performance in low power areas These general unique features are required for test and alignment of various components of radio systems. Unique features like high output power, generator accuracy and low receive sensitivity are required to adequately align critical digital radio systems. Other test set manufactures offer RF generators and receiver test features, what is unique with this manufacture is the higher levels and stricter accuracy required for digital radio system repairs. P25 Specific Unique Features:* P25 Symbol Deviation Meter Allows for the measurement of digital symbols deviating with in the C4FM (P25) modulation* P25 Modulation Fidelity Meter True error vector analyzer measuring amplitude / phase error of the modulator as a % (as per the P25 standard)* P25 (C4FM) Constellation Plot This plot allows the user to visually detect problems with the radio's modulator* P25 Distribution Plot This plot allows users to visually see issues with the radio's deviation limiting and deviation balancing.* P25 Trajectory Plot Graph of the demodulated signal in the complex domain. This graph shows the Inphase versus the Quadrature phase of the demodulated C4FM, CQPSK, or LSM signal.* P25 Eye Diagram Graph of the demodulated signal versus time, synchronized with the symbol points. * Audio Analyzer The audio analyzer can be used for aligning simulcast systems as well as enhanced testing of audio circuitry for the radio* Site Monitoring The site monitor option allows the IFR 3920 to automatically capture interfering signals that destroy system performance* Harmonics & Spurious This allows for harmonics and spurious emissions to be measured on transmitters* AutoTest Important: This allows the IFR 3920 to auto-test and align radios with the use of an external PC. Radios can be connected directly to the IFR 3920; and the IFR 3920 can test and align the radio without manual intervention. These unique features are required to perform tests and repairs meeting radio manufacture specifications. The auto test feature is required to maintain uniform testing procedures and documentation records. Uniform testing is critical in meeting and maintaining radio manufacture specifications for digital radios. This notice of intent is not a request for competitive quotes. However, interested firms or persons may identify their interest and capability to respond to the requirement or submit proposals. The Government will consider all responses received by 10:00am MST, Tuesday, September 01, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be forwarded to Tonya Atencio via email at tonya_atencio@nps.gov. NPS will not provide a reply until after the closing date of Tuesday, September 01, 2009 when all parties have had an opportunity to respond. NO PHONE CALLS PLEASE.
