- The Centers for Disease Control and Prevention (CDC) intends to award, under a sole source agreement, a purchase order to Centre for Global Health Research (CGHR), Li Ka Shing Knowledge Institute, St Michael's Hospital & Dalla Lana School of Public Health, University of Toronto. The university will provide all labor, supervision, and perform all work necessary for the project. The purpose of this procurement is to acquire the expert services of the university to collect and analyze data which will help initiate the Curbing-2 report, and thus accelerate tobacco control efforts globally. The specific objectives of this award are: 1. Analysis and report the global scenario in taxation, and gaps between evidence and implementation. 2. Assessment of the latest evidence on the links of taxation to inequality and poverty consequences of tobacco use. 3. Identification of possible country and regional networks of country-level economists who can link taxation work and analyses with opportunities, including those mobilized by the financial crises and the need to raise revenues. 4. Share and disseminate the above results to the World Bank, IMF, Gates and Bloomberg Foundations as a way of accelerating action on taxes within their programs/funding priorities. The professor is uniquely qualified because of his extensive experience and expertise of global CGHR. This acquisition is being procured applying simplified acquisition procedures in accordance with FAR Part 13. The authority for this sole-source acquisition is FAR 13.106-1(b). The Centre for Global Health Research, University of Toronto is the only available source with the required expertise to perform the service required by the CDC. Justification for other than full and open competition is considered in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. The statutory authority is 40U.S.C. 759(g), as amended and/or 41U.S.C. 253-(c)(I). This synopsis is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the services are encouraged to identify themselves and give written notification to the Contracting Officer no later than 2:00 PM Eastern Standard Time, on September 1, 2009, or within 15 days of the publication date of this synopsis. Determination by the U.S. Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
