Description
This is a Sources Sought Notice only. This notice is strictly for the purpose of identifying sources/professionals able to conduct a needs assessment as described in this notice. This notice is for information purposes only and shall not be construed as a solicitation or an obligation on the part of the government. Information submitted in response to this notice will become the property of the United States Security and Exchange Commission (SEC). We reserve the right to accept, reject, or use without obligation or compensation any information submitted in response to this notice. The SEC will not pay for any information herein requested nor is it liable for any cost incurred in response to this notice. There are no specifications, drawings, bid packages, or source lists available. No contract will result from any response to this notice. The SEC is seeking interested sources for conducting a needs assessment as described in this notice. The SEC Office of Administrative Services (OAS) is charged with managing construction, leasing, and facilities support for the SEC Headquarters in Washington DC, the Operations Center in Alexandria VA, and 11 Regional Offices that are located in Boston MA, New York NY, Atlanta GA, Miami FL, Chicago IL, Denver CO, Salt Lake City UT, Fort Worth TX, Los Angeles CA, San Francisco CA and Philadelphia, PA. There are significant challenges in providing effective management of resources necessary to support over 3500 personnel in leased space at multiple locations. Purpose The purpose of this sources sought is to locate industry partners interested in providing knowledge and help the SEC understand the available capabilities to conduct a needs assessment and develop a conceptual yet feasible framework for an automated management tool. That tool should encompass select actions and data in facilities support, leasing, and space management. It should also include a variety of construction related actions and a help desk component. Background The SEC/OAS Real Property and Facilities Support Division is responsible for planning and implementing an automated management solution that allows cost effective leasing operations, forward looking and responsive construction support, and comprehensive facilities support. Currently the SEC does not have an integrated/automated system or a single source of real-time data that will support timely decision making. The information exists in stove-pipes that do not lend to efficiencies or integration. As a result, the decision making process is fragmented and sometimes untimely; the quantitative assessment of space throughout SEC is often inaccurate; space requirements for new leasing or supplemental lease agreements must be generated separately; construction planning and execution are not effectively monitored across SEC or optimally integrated with other processes; life cycle planning for capital assets is lacking; the capability to integrate AutoCAD in a common and transparent system is not available; tracking movements of individuals in SEC space in not fully effective; and the lack of visibility by other OAS functional areas such as security does not afford a comprehensive approach to problem solving or planning. Consolidated standard performance reports or other applicable SEC metrics do not exist in the leasing, construction, and facilities areas. This sources sought is to allow SEC/OAS to locate a qualified contractor to conduct a needs assessment and develop a conceptual framework that will serve as a backbone for an integrated workplace management system. The system will support the SEC Headquarters, the Operations Center, and 11 Regional Offices. Interested sources must address their qualifications and ability to conduct an assessment capable, as a minimum, of the following: •System components required for an automated integrated management tool; •Conceptual configuration of how such a system would work; •Determination of data requirements; •Identification of software packages that could be used to implement such a system; •Conceptual interfaces with other SEC offices; and •Additional options that could be implemented to meet future anticipated requirements. This effort would also include consultation with the SEC Office of Information Technology (OIT) in defining high-level and system requirements. Response Date: September 2, 2009 Interested contractors are invited to identify their capabilities for providing the needs assessment and are requested to send their capability information electronically to baierl@sec.gov. Capability information should include: •Qualifications in integrating workplace management functions for commercial and government clients; •Past performance in conducting needs assessments for other organizations with requirements similar to those stated in this sources sought; and •Experience in developing automated management tools to support space management, leasing, facilities support, internal construction, and help desk functions.
