- NASA/LaRC has a requirement for a FiberSim software (1 EA). This software includesa one-year tool support, a 3-day software tool training, and two-days applicationssupport for up to 10 users. The FiberSim composites software will provide interface toengineering analysis tools and for production of engineering documentation and electronicdata to support laminate processing and fabrication and manufacture of compositestructures. NASA/LaRC intends to purchase the FiberSim software from Vistagy, Inc., the developer ofthis software. FiberSim software is the only knowledge-based integrated design tool forcomposite structures that meets the needs for interfaces to Design, Analysis, andManufacture that will interface seamlessly with the organizations standard computeraided design (CAD) tool, Parametric Technology Corp Pro-Engineer, that is currently beingused. An Agency-wide decision was made to use the FiberSim software. This software isbeing procured by several other Centers for use in the program. LaRC must use thissoftware in order to be compatible with the other Centers and to share information andresults with the other Centers.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
