- As part of the FAA Next Generation Air Transportation System (NextGen) plan, the FAA is seeking modern, efficient technology that will reduce the life-cycle cost of approach lighting systems. By using proven technology, systems can be quickly implemented, significantly reducing the operation and maintenance (O&M) costs. As a result, the FAA is releasing this Screening of Information Request (SIR) to acquire up to 500 Light Emitting Diode (LED) Precision Approach Path Indicator (PAPI) systems. This competitive SIR is a 100% set-aside for Small Business. In responding to this SIR, the offeror must certify as to its eligibility as a small business under the applicable North American Industry Classification (NAICS) code that follows. The NAICS code for this requirement is 335129, Other Lighting Equipment Manufacturing, with a small business size standard of 500. The LED PAPI acquisition process consists of two phases. Phase 1 consists of the receipt and evaluation of technical proposals, which includes technical approach, management approach, and past performance sections; receipt and evaluation of Cost Proposals; and an Operational Capability Test (OCT) of LED PAPI systems. Offerors must achieve an adjectival rating of satisfactory or better for all factors of Phase 1 in order to be considered for award. The Technical Proposal and the Cost proposals are due 60 calendar days from the date of this announcement. As a part of the SIR/Request for Offer (RFO), interested vendors are required to deliver LED PAPI systems that will meet the requirements of Specification FAA-E-3007 to the designated Government Test Facility not less than four months but not more than five months from the date of this announcement. An Operational Capability Test (OCT) will then take place over a two-month period to determine if the optical design meets the LED PAPI functional requirements. Based upon the OCT results, evaluation of the technical proposals, and evaluation of the cost proposals, the FAA will select the vendor whose LED PAPI system best meets the FAA requirements identified in FAA-E-3007 and the SOW. Phase 2 follows contract award and consists of design, build, and testing of the LED PAPI system, and development and delivery of all documents and services identified in the RFO. The FAA reserves the right to award no contract at all based on the final results of the evaluations. The FAA reserves the right to make an award to the Offeror whose proposal provides the best overall value to the FAA. The best value is defined as the proposal that presents the most advantageous solution to the FAA, based on the evaluation of the Offeror's Technical Proposal (Volume I), Relative Experience and Past Performance (Volume III), Operational Capability Test (OCT) results, and Price Proposal (Volume II). The best value approach provides the opportunity for technical and cost/price tradeoffs and does not require that an award be made to either the offeror submitting the highest rated technical proposal or the offeror submitting the lowest price. Contract award is anticipated within 120 days after completion of the LED PAPI system evaluation. See the attached RFO for additional proposal requirements, due dates, and delivery information. All interested parties must submit their technical proposals, cost proposals, and a letter stating their intent to provide an operational LED PAPI for OCT, within 60 calendar days from the date of this announcement Prospective offerors are hereby given notice that any amendment(s) issued to this solicitation will be published at http://faaco.faa.gov/ under current announcements for FAA Headquarters, Washington, DC. It is the offerors responsibility to visit this website frequently for updates on this procurement. The FAA will not be liable for any costs associated with preparation of responses to this SIR and will not reimburse or otherwise pay equipment costs incurred by any party responding. The FAA will provide 30 calendar days from the date of this announcement for questions/comments.
