Description

The Environmental Protection Agency is requesting quotes for a service maintenance agreement for a Dionex ASE 200 system (Accelerated solvent extractor). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This solicitation is a full and open competition. NAICS code is 811219 and the size standard is $14.0 million. Place of delivery and acceptance is: 11 Technology Drive, North Chelmsford, MA 01863 Period of performance is from 10/1/2009 - 9/30/2010 with two (2) one year options. The EPA will award a purchase order contingent on availability of funds. INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (FAR 52.212-1) (JUNE 2008) This clause applies to this solicitation and is incorporated into this solicitation by reference. An addendum to this clause is included in this solicitation. ADDENDUM to FAR 52.212-1 Offerors shall prepare their quote in accordance with FAR 52.212-1 - Instructions to Offers - Commercial Items and the following additional instructions. Offerors shall provide the following to be considered: 1. The information identified in FAR 52.212-1 Instructions to Offerors - Commercial Items, and the additional information in this Addendum to FAR 52.212-1. 2. A firm fixed price quote for a service maintenance agreement for the Dionex ASE 200 system (Accelerated solvent extractor). Provide a separate quote for each year of service (base year and two (2) option periods). All prices shall include items identified in the ADDENDUM TO FAR 52.212-4 Item 1 below. Note, the EPA does not intend to upgrade this system under this requirement. 3. Offeror's standard service maintenance agreement with terms and conditions. 4. References for 3 recent contracts or clients (within the past three (3) years) for similar work performed on similar environmental equipment identified in this RFQ. Provide client names, contact names and phone numbers. 5. A statement that states the Offeror shall hold the prices in its offer firm for 45 days from the date specified for receipt of offers. 6. A completed copy of the provision FAR 52.212-3 Offer Representation and Certification for Commercial Items or a statement that the offeror is current in the online representatives and certifications at https://orca.bpn.gov/. Any questions regarding this solicitation shall be in writing via Email to bagocius.maureen@epa.gov and ohalloran.jennifer@epa.gov no later than 12:00pm August 21, 2009. Offerors shall send quotes via Email to bagocius.maureen@epa.gov and ohalloran.jennifer@epa.gov no later than 3:00 p.m. EST on August August 28, 2009. Offerors shall be registered in the Central Contractor Registration by the date specified for receipt of offers. Information on the CCR can be found in FAR 52.212-1 - Instructions to Offers - Commercial Items. The Government may contact Offeror's to clarify information to better understand their quotes or to request information that appears to be inadvertently omitted. The Government will award a contract resulting from this solicitation to the responsible Offeror that offers the best value considering past performance on similar environmental equipment identified in this RFQ and price. OFFER REPRESENTATION AND CERTIFICATION FOR COMMERCIAL ITEMS FAR 52.212-3 (JUNE 2008) This clause is incorporated by reference. CONTRACT TERMS AND CONDITIONS FOR COMMERCIAL ITEMS FAR 52.212-4 (FEB 2007) This clause applies to this solicitation and is incorporated into this solicitation by reference. An addendum to this clause is included in this solicitation. ADDENDUM to FAR 52.212-4 1. Service Maintenance Requirements Equipment: Dionex ASE 200 system (Accelerated solvent extractor) Serial Number 98040501 (current condition is good) On-site support service at the following location: 11 Technology Drive, North Chelmsford, MA 01863 Unlimited number of On-site Repair Service Visits Monday-Friday (excluding Government Holidays). Timely response and professional support - Standard response on-site within 72 hours Access to Emergency On-site Response services - Emergency response within 24 hours Phone support - Troubleshoot over the phone on response. Preventative maintenance 1/year All costs for labor, parts, supplies, travel and any other costs associated with this service are included. 2.
