Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is VA-776-09-RQ-0186 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an unrestricted solicitation and NAICS Code is 561110 with a size standard of $6.5M. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. Closing date for this notice is 13:00 EST 09/11/2009. RESPONSES SHALL BE SUBMITTED VIA E-MAIL TO THE CONTRACTING OFFICER AT ADEITRA.JIMMISON@VA.GOV. Period of Performance: Six (6) month base period plus one (1) twelve (12) month option year to be exercised at the Governments discretion. Type of Order: Firm Fixed Price Place of Performance: The work will be performed at contractor site but dependent upon space availability space will be made available for at the primary LEnfant Plaza office which is located at 490 LEnfant Plaza East SW, Washington, DC 20024 or space in Silver Spring which will not become available until approximately February, 2010. Some travel will be required for quarterly ESM team meetings CONTRACT EFFORT REQUIRED: The Contractor shall provide all labor, supervision, and transportation necessary to perform the administrative services described herein, except for those items and services identified as Government furnished. All work shall be performed between the hours of 8:00 am and 5:00 pm, Monday through Friday, Federal holidays excluded, unless specifically approved or requested by the COR. Should this occur, the Contracting Officer would initiate a change in accordance with the Changes Clause. Specific work hours for each position will be established by mutual agreement between the Contractor and the Government. The workload should not exceed reasonable expectations for 8 hours of skilled labor per day. Six (6) positions are required under this contract. Administrative Clerk 1 Personnel Assistant (Human Resources) - 2 Communications Consultant - 3 ADMINISTRATIVE AND TECHNICAL SERVICES: The contractor through innovation, technology, or other means, shall perform the required administrative and technical communication services at frequencies determined by the COR. Performance will be based on the Governments evaluation of results, not the frequency or method of performance. The evaluation of results will be based on Contracting Officer and/or designees inspections, and best trade practices, etc. Final results shall be the determining factor for the success or failure of this contract. See Section D, Attachment H, Administrative Services Performance Standards, defines the Government's quality expectations. The required administrative service tasks include, but are not limited to: 1. Developing and maintaining a current Procedures Manual/Standard Operating Procedures (SOP). The Contractor shall provide a written Procedures Manual covering the key tasks or functions performed by the administrative services positions. Additional procedures will be developed for special projects that are performed by these positions on a continual basis. The Manual will be used as both a training document for back-up employees, as well as a reference document for the current staff. 2. Using Microsoft Office, Word for Windows and typing using on-site software and hardware. Examples are: frequent development of written communications with guidance from government executive and administrative staff, management of high volume of follow-up actions via Outlook email, typing letters/memos from typed, hand written, or from a diskette draft; typing forms; and merging text from different sources into complete properly formatted documents. 3. Creating, manipulating, maintaining, and analyzing spreadsheets and databases using Excel (including pivot functionality), Access, VISIO and SharePoint 4. Learning other Government software programs. 5. Posting documents according to accepted Government repository plan (SharePoint). 6. Responding to priority non-routine issues.. Maintaining a cooperative approach and supporting the efficient professional work environment of the office. 7. Provide internal coordination, processing and reporting for all aspects of ESM Program Operations, program administration and maintenance of associated records. These activities support approximately 100 staff and an additional 30 to 50 FTEE during the period of performance. Program Operations also manages activities supporting approximately 250 contractors that support the ESM Office. 8. Monitor the ESM Human Resources (HR) e-mail group to track completion of the recruitment actions, organization charts reflecting vacancies and positions, recruitment package processing to include scheduling interview and maintain established spreadsheets and charts stored on SharePoint. Maintain appropriate documentation. 9. In and out processing for new and departing staff following VA and OHI procedures. Monitor the ESM Admin e-mail group notifying of new staff coming on board and departing. Ensure compliance with the VA in processing checklist and out processing checklist for government staff and contractors. Provide a tracking report. Support coordination with new staff and offices involved with these actions. 10. Monitor the ESM Admin e-mail group addressing tracking of equipment needs for new staff and repairs/replacement. Create and maintain inventory tracking mechanism stored on SharePoint 11. Monitor the ESM Admin e-mail group and address requests for small purchases, training, supplies, IT purchases (excluding equipment) and conference registrations. Triage to the appropriate office and monitor to ensure request is addressed. Track conference and training registrations. 12. Maintaining current spreadsheets and VISIO floor plans stored on SharePoint, in order to support space assignments for staff at leased VA sites LEnfant Plaza, Silver Spring, Tampa/St. Petersburg, and Atlanta as well as coordination of alternate site assignments and telecommuting activities. 13. Maintain awards spreadsheet and documentation. 14. Collect and maintain telecommuting records. 15. Other administrative duties as assigned. The required Technical Communication service tasks include, but are not limited to: 1. Customer service skills required (communicating with personnel of all ranks from other government agencies, public, other contractors, VA associates region wide) to share, gather, disseminate, clarify information and answer routine questions. Special Projects and Liaison with OHI: Project management and execution of incoming projects from OHI and services to ensure regular communication with OHI 2. Communications Status Report to the ESM Director including accomplishments and 3-6 month projections, newcomers presentation on Communications Services for 10 employee Orientations. 8 times a year for 4 day orientation in DC area to support activities relative to SharePoint, Intranet and Communications providing presentations and development and dissemination of updates 3. Contractor shall coordinate responses to congressional/governing body inquiries, following OHI procedures, which includes multiple levels of review 4. Prepare articles for bi-monthly VHA/OHI Communications newsletter 5. Maintain content for ESM office factsheets; develop communications products derived from action plans created by the Organizational Excellence Workgroup (OEW) and support a variety of internal informational initiatives. 6. Continuously manage communications content and review and communications design input for EM sites for SharePoint, Intranet, Internet to support Communications lead and ESM Office to ensure content is relevant and appropriate. 7. Assist in review and development of Congressional responses as well as those from oversight organizations and governing bodies. 8. Support review of executive communications, briefings and other materials prepared by ESM staff that are to be communicated to external organizations. 9. Assist ESM organizational units with communications to business owners and stakeholders as well as special project assistance involving communications support as designated by Task Manager and ESM Communications lead for OHI. 10. Support ongoing reports development and maintenance. 11. Develop and/or review presentations for ESM Office Director and management staff for meetings with external audiences, national and agency conferences, and attend ESM Process meetings and other key meetings (includes monthly senior leadership sometimes offsite; weekly managers meeting; as well as other strategic/tactical workgroup meetings totaling approximately 12 a week) to provide communications coverage and reporting 12. Other Technical Communication duties as assigned.
