- Specs PWS SYNOPSIS AND SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 15, as supplemented with additional information included in this notice. The Coast Guard intends to award a IDIQ contract to procure,convert, and maintain the items described below. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The NAICS code is 334220. This request for qoute (RFQ) is issued by the United States Coast Guard (USCG) Office of Contract Operations in support of Telecommunication & Information System Command (TISCOM) to purchase 300 - 3000(qty) VHF Class A DSC Radio Designs. This Solicitation seeks principal VHF Class A DSC Radio design particulars and operational features that are not currently in operation and have the potential to meet USCG requirements. Furthermore, these radios shall meet the USCG requirements with significant development. Information submitted must be based on: 1) proven currently in-service radios that are capable of being built in the United States (US); 2) service radios that are capable of being licensed for building in the US; or, 3) building a variant of radios capable of being licensed in the US. New and unproven (not in service) designs are of interest in this request and will be reviewed. Recognizing that proven designs can not meet all the desired requirements listed in section I of the below listed requirements, designs within or near the range of characteristics identified in section I of the below listed requirements may be submitted for consideration. The information requested is intended to include, but not be limited to, engineering and operational design details, radio developmental history, operational history, user contacts and other information that would be helpful for making programmatic decisions. Specifically, the requested minimum and desired information is listed in section II of the below listed requirements. Any restrictive markings included on the data shall be clearly marked. In responding to this request, data and information (drawings, documents, tables, graphs, etc.) may be submitted in different formats and media (paper or electronic files). Cost associated with returning information shall be incurred by the provider of such information. USCG intends to solicit on a competitive basis for the purchase of Very High Frequency (VHF) Digital Selective Calling (DSC) radios to be used on U.S. Coast Guard Cutters. If your firm believes it could accomplish this effort in acordance witht the attached Performence Work Statment and in the requested time frame, indicate this interest and submit a qualification package not to exceed 15 pages explaining your capabilities to the above listed point of contact no later than 7 days after the date of notice. Oral communications are not acceptable. The contract will be awarded to the lowest priced technically acceptable offeror. Proposals must be received by 3:00 PM EDT on Tuesday, August 26, 2009 and should be e-mailed to Van Nixon at Van.a.Nixon@uscg.mil. Mailed, FedEx, or UPS offers will be rejected. Date of delivery and acceptance: The Coast Guard intends to make awards effective 15 September 2009. The selected Offeror must comply with the following terms and conditions. FAR 52.215-1 Instructions to Offerors—Competitive Acquisition. FAR 52.215-2 Audit and Records—Negotiation. FAR 52.215-6 Place of Performance. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov.
