Description
The National Park Service is issuing solicitation Q4320090414 for well drilling and monitoring services for Delaware Water Gap National Recreation Area in Milford, Pa. This is a total small business set-aside. The NAICS code is 562910, and the size standard is $14 million. The solicitation is available at www.fedbizopps.gov. Offers are due by September 3, 2009. The work includes, but is not limited to, the following. See the full solicitation for the Statement of Work. The contractor shall construct three (3) groundwater monitoring wells approximately 20-40 feet deep to evaluate the groundwater quality and flow direction in the vicinity of a former leaking underground gasoline tank. The wells shall be installed at the Cliff Park Inn equipment shed within the Delaware Water Gap National Recreation Area. Site characterization shall be performed in accordance with the Pennyslvania Department of Environmental Protection (PADEP) Land Recycling Program (Act 2) requirements. At least two rounds of analyses shall be performed sufficient to identify leaded gasoline contamination of groundwater in accordance with the PADEP Short List of Petroleum Products for leaded gasoline contamination. Additional quarterly sampling may be performed contingent upon funding availability. A site characterization report shall be prepared in accordance with the PADEP Land Recycling Program (Act 2) requirements and submitted to the Pennsylvania Department of Environmental Protection, Northeast Regional Office and the Delaware Water Gap National Recreation Area. The contractor shall be responsible for all reports, notifications and fees associated with completion of the Act 2 process.
