- Under the authority of FAR 6.302 1, the U.S. Nuclear Regulatory Commission (NRC) intends to award purchase orders to Professor Frank E. Vecchio, Dr. Gene Corley, Professor Jerome F. Hajjar, and Professor James Jirsa to allow them to become members of a peer-review group being formed by the Office of Nuclear Reactor Regulation within the Nuclear Regulatory Commission (NRC). This peer-review group will inform the NRC staff with respect to their confirmatory review of the sufficiency and adequacy, from the point of view of safety, of the technical bases for the design and analysis methodology, construction method, and inspection method being proposed for a seismic Category I structure of composite modular construction that has been proposed for plants of a new reactor design. The title of this project is “Review of Design Methodology for Safety-Related Nuclear Power Plant Structures of Modular Composite Construction.” The above individuals are leading researchers in the areas of structural stability and design of steel and concrete structures, the durability of reinforced concrete structures during earthquakes, the behavior of reinforced concrete under extreme seismic load conditions, and the nonlinear analysis of reinforced concrete and the assessment of structural integrity. The estimated period of performance is two and one-half months. This notice is prepared under the authority of FAR Part 13 – Simplified Acquisition Procedures. This notice is not a request for quotation. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet NRC’s needs. Detailed capabilities must be submitted to Sharon Lim via email at Sharon.lim@nrc.gov no later than 4:00 PM, DC local time, on August 28, 2009. No request for quotation document is available and telephonic requests will not be honored. Responses providing insufficient information for evaluation will not be considered. No contractual document will be awarded on the basis of offers received in response to this notice.
