- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PURPOSE/OBJECTIVE: The Statement of Work(SOW)describes consultation in the form of scholarly expertise, research, writing and publication, information, advice and other services in the conduct of an investigation into the meaning and significance of the heroic ideal in Army culture and leadership. The contractor shall conduct a program of research to analyze the historical origin and evolution of the heroic ideal and its influence on Army values and professional military ethic. The contractor shall identify the key psychological and behavioral constructs that constitute the contemporary heroic ideal among soldiers and officers in deployed and nondeployed units and identify its implications for Army leadership and its development. In addition, the contractor shall identify the key social, cultural and institutional forces that inhibit or enhance realization of heroic ideals among Soldiers and officers. BACKGROUND: The heroic ideal involves more than isolated acts of heroism such as those for which individuals are awarded medals for valor. In its full manifestation, the heroic ideal entails a comprehensive life-ordering sense of calling and mission that inspires individuals towards extraordinary deeds, virtuosity, courage, endurance and the drive to attain distinction. Ancient warriors were among the first to cultivate a distinct heroic ideal and this ideal, in diverse form and degree, has remained a persistent influence in successful armies over the centuries and across societies and cultures. Such an ideal consists of a normative social cultural dimension as well as in individual psychological and behavioral dimension. The focus of the research effort is to assess the social and psychological meaning and significance of the heroic ideal in contemporary Army culture and Army leadership. SCOPE OF WORK: The contractor shall conduct this research in cooperation and coordination with researchers at the Army Center of Excellence for the Professional Military Ethic (ACPME). Initial research will involve historica and exploratory analyses of the heroic ideal follwed by theoretical modeling an empirical testing of the ideal in its comtemporary form. Pursuant to this, the contractor shall provide: research program design and project management, specification of primary and secondary deliverables, historical review and exploratory empirical analyses, theoretical analysis, model(s) development and empirical testing: instrument design including contruct specification, measure identification and/or development, sampling plan with multilevel linkages, analysis including descriptive findings, multilevel modeling and model evaluation, results and interpretation. TASK DESCRIPTIONS: Task 1: Develop overall concept and plan for the research including specification of primary and secondary deliverables and project plan. = $13,600.00. Task 2: Conduct initial historical analysis of the heroic ideal and exploratory research into its contemporary manifestation in Army culture. @13,700. Task 3: Develop theoretical model of the heroic ideal and test among Soldiers and officers in deployed and non-deployed units. =$13,700.00. DELIVERABLES: Work specified in this SOW involves the submisstion of information and deliverables via e-mail, documents, papers, reports, slides, etc. to the Army Center of Excellence for the Professional Military Ethic(ACPME): the contractor shall develop and provide deliverables individually or in collaboration with ACPME ad specified below as well as those subsequently agreed to with ACPME. The ACPME shall provide comment to the contractor on all drafts submitted. PRIMARY DELIVERABLES: Study 1: Historical review and exploratory analysis, Study 2: Theory development, Study 3: Empirical testing.
