Description
Travis AFB intends to procure the service of providing blood products, testing and phlebotomy services. The contractors shall provide personnel, materials, facilities, supplies, and all other service and items necessary to transport blood products and components to the Medical Treatment Facility laboratory and perform special testing for blood products when required and therapeutic/autologous phlebotomy at Travis AFB. Period of performance is 1 October 2009 - 30 September 2010 with four option years. Complete details of the blood products and services, evaluation factors, and the performance work statement (PWS) will be included in the request for proposal (RFP). This requisition is solicited as unrestricted. The North American Classification System (NAICS) is 621991 and the related size standard is $10M. Award shall be made based upon the best value to the government in accordance with Federal Acquisition Regulation (FAR) 52.212-2 Evaluation of Commercial Items. The government reserves the right to award a contract to other than the low offeror. The solicitation will be made available on or after 27 August 2009. This date is an estimate and subject to change without notice. The solicitation package will be posted on http://www.fedbizopps.gov The government will not provide paper copies of the solicitation package. Facsimile, telephone, written and/or email requests for the solicitation package will be honored. Prospective offerors are responsible for monitoring the fedbizopps website for release of the solicitation package and downloading their own copy of the solicitation package and any other pertinent information. Prospective offerors who download the solicitation are requested to submit their company name, address, phone number, fax number, email, points of contact, DUNS number and business classification (i.e. - large, small, disadvantaged, 8(a), HUBZone, women owned, veteran, service disabled, etc) to Andrew Pratt, Contract Specialist, at andrew.pratt-02@travis.af.mil. All responsible sources may submit a proposal which shall be considered by the agency. This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs. Prospective offerors must have or obtain a DUNS number, be registered with the Central Contractor Registration (CCR) at htt://www.ccr.gov, must complete FAR 52.212-3 Offeror Representation and Certification Commercial Items at http://orca.bpn.gov, and Wide Area Work Flow (WAWF) at https://wawf.eb.mil to ensure electronic funds transfer.
