Description
Document Security Notice to be completed and returned by prospective Service-Disabled Veteran-Owned Small Businesses before access can be granted to the solicitation documents on or about September 02, 2009. This project is located at the U.S. Border Patrol Station in Uvalde, Texas and is set-aside for Service-Disabled Veteran-Owned Small Business firms. The General Services Administration will issue the solicitation for this project in an electronic format only. Access to the complete solicitation, specifications, drawings, and amendments to the solicitation will be made available only through a secured extranet site. All parties interested in accessing the restricted Internet site to obtain a copy of the complete solicitation shall email all requests to the attention of the point of contact (POC) indicated in this synopsis. This email request shall include the name of the contracting company and its DUNS number along with the name of the individual designated by the company to access the solicitation and his or her respective email address (if different from the requester) and a self-verification that the business is registered with the Small Business Administration as a Service-Disabled Veteran-Owned Small Business. Additionally, the contractor must review, complete, and return the Document Security Notice (DSN) to the designated POC. Please contact the POC for a copy of the DSN if you are unable to download it from this site. Upon receipt of the completed DSN and acceptance of the contracting firm's request for access to the restricted site and the solicitation, two separate emails will be transmitted to new user at the email address provided, assigning a User ID. These two emails will provide instructions and requirements for entry into the secured extranet site, along with access to the solicitation. The solicitation for this project is estimated to be issued on or about September 02, 2009. The General Services Administration seeks to contract for the construction of new, permanent canine kennel structure for the Uvalde Border Patrol Station in Uvalde, TX. The Contractor shall furnish all of the necessary labor, materials, equipment, tools and supervision to accomplish the work within the project timeframe and in accordance with all regulations and specifications. The work shall include, but not be limited to, constructing a building of approximately 2,865 square feet, in accordance with furnished design plans and specifications, that houses twelve (12) indoor/outdoor dog kennels, separated into two (2) six kennel sections with a middle hallway, one office, one storage room and a bathroom. All finishes, mechanical, plumbing and electrical systems for the new permanent canine kennel structure, as indicated in the drawings, specifications, amendment(s) and solicitation will be included in the work. The contractor shall provide a base bid with a detailed cost breakout. Cost breakout shall be formatted per the Construction Specification Institute (CSI) divisions of work breakdown. The Cost breakout shall sum to the total construction cost of the proposal as will be shown on the project Scope of Work. The magnitude of this construction project, in accordance with FAR 36.204, is estimated to be between $250,000 and $500,000. Performance and Payment Bonds will be required following the contract award, pursuant to the Miller Act. A bid guarantee shall also be required from the winning contractor. This procurement is 100% set-aside for Service-Disabled Veteran-Owned Small Business concerns. All offers from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. All responsible Service-Disabled Veteran-Owned Small Business sources may submit an offer which shall be considered by the agency. The required construction completion time frame is 150 calendar days, beginning one day after the notice to proceed (NTP) is issued by the GSA Contracting Officer.
