- Automated License Plate Reader Statement of Work COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It is the government's intention to award this requirement using FAR Subpart 13.5 procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ). The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-36, Effective 11 August 2009. All responsible sources may submit a quotation which shall be considered. Prospective offerors must be CCR registered and must complete the ORCA on-line representation or provide a copy of their representation and certification as required by FAR Clause 52.212-3. The North American Industry Classification System (NAICS) code is 541511. 1. DESCRIPTION: HQ Air Combat Command (ACC)/A7S requires the capability to read and capture the license plates of vehicles entering ACC Installations by utilizing an Automated License Plate Reader System (ALPR). The contractor shall provide all personnel, services, equipment, and materials necessary to install an ALPR System at four (4) access control points (gates) on Langley Air Force Base in accordance with the Statement of Work (SOW) at Attachment 1. The contractor shall conduct a site survey to identify all public works, lying of cables, electrical supply, machinery, personnel, equipment, and all other necessary requirements to properly install the ALPR System. 2. SITE VISIT: A single site visit will be held on Langley AFB to allow all interested parties to view the areas requiring the ALPR and to ask questions concerning this requirement. All interested parties shall notify the Contracting Officer via email not later than 12:00 pm Eastern Time on 25 August, 2009 if they plan to attend the site visit. The particulars of the site visit are as follows: DATE: 26 August 2009 (Wednesday) TIME: 9:00 am Eastern Time LOCATION: Langley AFB, Hampton VA (we will be meeting at the LaSalle Gate Visitors Center located off LaSalle Avenue) 3. EVALUATION: Award will be made to the responsible offeror whose proposal offers the best value to the Government. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the technical requirements noted in the SOW. 4. WARRANTY: The contractor shall state the commercial warranty terms within their quote along with identifying any additional warranty information that is applicable. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's rights with regard to the other terms and conditions of the proposed contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. Offeror shall provide a copy of its standard commercial warranty with its response. 6. GSA or OPEN MARKET: Please indicate if your quote is open market or on the GSA Schedule (provide specific schedule). 7. QUOTES: Quotes for this requirement shall be due not later than 4:30 pm, Eastern Time on 4 September, 2009. Quotes will be accepted via email only.
