Description
Combined Synopsis/Solicitation W81K00-09-T-0368 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35. This acquisition is solicited as Unrestricted for NAICS 611310, size standard 500 employees. All responsible sources may submit a quotation which shall be considered by the agency. The requirements of this solicitation is for periodic Nursing predictor exams for Practical nurse course as indicated below, for Army Medical Department Center and School, Fort Sam Houston TX 78234. Required items to be delivered FOB destination. Period of performance to include 4, 1 year options, from 1 Oct 2009 through 30 September 2014. ITEM 1: Online access to Nurse Predictor Exams, or equal, 640 each/year Salient characteristics of line item: "Exams must meet accreditation through Texas Board of Nursing "Provide on-line services to 640 students with Phase 2 faculty oversight. "Provide questions with evidence-based reliability and validity. "Predict NCLEX success with a better than 95% reliability. "Provide questions based on current NCLEX testing format. "Provide immediate online reports that are available to faculty and students independently. "Compare exam scores of individual Phase 2 site to national averages and to each of the other Phase 2 sites. "Provide specialty exams designed to validate specific clinical rotations. "Provide immediate remediation data for each student targeting missed individual questions with rational and references for correct answers. "Allow printing of remediation data to use in the development of student specific NCLEX preparation. "Provide specialty exam targeting on critical thinking skills in preparation for new NCLEX focus. "Provide comparison data based on phase 2 sites and exam performance. DATES: Predictor tests will be administered at specific milestones in the 52 week curriculum. The milestones will be determined by didactic content and include "Completion of the junior level content Fundamentals exam "Completion of the Pediatric and Obstetrical content- Maternity/Pediatric exam "Completion of the Mental Health content-Psychiatric/Mental Health exam "Completion of the Pharmacology content-Pharmacology exam "Completion of the senior Medical Surgical content Medical-Surgical exam "Completion of all course content Predictor exam TESTING LOCATIONS: "Practical Nurse Course Phase Two Madigan Army Medical Center for 120 students per year "Practical Nurse Course Phase Two Eisenhower Army Medical Center 120 students per year "Practical Nurse Course Phase Two William Beaumont Army Medical Center 120 students per year "Practical Nurse Course Phase Two Walter Reed Army Medical Center 150 students per year "Practical Nurse Course Phase Two Brooke Army Medical Center 130 students per year PERFORMANCE CRITERIA: "Provide on-line access to the individual exams on dates determined by the Phase Two site based on Program of Instruction milestones. "Coordinate with designated government program sponsor for delivery of access codes for individual students. "Provide an extensive library of curriculum tailored question that reflect the current NCLEX blueprint and provide for immediate remediation to both student and instructor. "Maintain a national NCLEX predictor reliability of 95% or greater. "Ensure exam remediation is applicable to the LPN scope of practice, clearly written, technically and didactically correct and maintained current with state of the art instruction. "Develop course-specific application tools to support participants and their instructors "Provide performance tracking data in the form of quantitative and qualitative data to the Practical Nurse Branch and Phase Two sites on participant outcomes based on national averages and on individual sites "Provide access to online modules covering 7 nursing modules. "Provide online tools that keep participants informed of their progress. "Present a one day training workshop at the Practical Nurse Educators Conference FY2010. The following FAR and DFARS provisions and clauses apply to this solicitation: 52.212-1 [Instructions to Offerors]; Addendum 52.212-1; Federal Acquisition Regulation (FAR) provision 52.211-6 Brand Name or Equal applies to this acquisition. Vendors shall comply with FAR provision 52.211-6 if submitting other than the brand name products. Award will be all or none. The closing date and time of this solicitation is 24 August 2009, 10:00 a.m. CST. Submit quotations on company letterhead signed by an authorized company representative by the closing date and time. Award will be on an all or none basis. The following factors will be used to evaluate quotes: Technical acceptability and price. 1. Technical acceptability: If providing an equal item(s), comply with FAR Clause 52.211-6, Brand Name or Equal. Explain how your company will meet the salient characteristics of the items as specified in the solicitation. Prospective contractors shall demonstrate that the predictor exam program offered complies with the technical requirements described in the salient characteristics. 2. Price. 3. Evaluation Process: All quotes will be evaluated on overall technical acceptability. The award decision will be based on the lowest priced technically acceptable quote.
