Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside. This solicitation number is RFQ1215266 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for one active vibration isolation table. The NINDS combines X-ray crystallography, small angle X-ray scattering and electron microscopy to obtain an atomic resolution of tiny protein machines such as cytoskeletal regulators. Extraordinary means must be taken to control vibration on the microscope stage that holds the sample. Specific functions include a vibration table that has active isolation that starts at 0.6Hz, 10-15 dB isolation typical at 2Hz (vertical and horizontal), 20 dB isolation typical 3Hz and higher, 0.5 Hz vertical natural frequency, and 0.5 Hz horizontal natural frequency. Specific evaluation criteria, in order of importance, are: (1) Ability to meet the technical specifications (2) ability to provide the products in a timely manner (within 45 days of award) and (2) past performance. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
