Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Urologic Oncology Branch (UOB) plans to procure, on a sole source basis, the brand name daVinci Si 4 Arm Surgical Robotic System with HD Vision from Intuitive Surgical, Inc., 950 Kifer Road, Sunnyvale, CA 94086. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and the authority to use simplified procedures for commercial requirements provided in FAR 13.5. The North American Industry Classification System code is 339112 and the business size standard is 500 employees. The delivery date, including installation and personnel training is forty-five days after award. The mission of the Urologic Oncology Branch is to develop a clinical and laboratory research program in urologic oncology for the purpose of developing better methods for diagnosis, prevention and treatment of urologic malignancies and also to provide basic and clinical research training for the development of urological surgical physician scientists. The UOB have been leaders in pioneering minimally invasive surgery for the treatment of urologic malignancies involving the kidney and adrenal gland. The robotic instruments currently available allow the surgeon to emulate the open technique. The daVinci robotic system employs a wrested endoscopic instrumentation for more precise and efficient surgery; this overcomes the poor ergonomic control associated with laparoscopy. In addition, the magnified, three dimensional optics results in better vision of the surgical field and improved depth perception which is not obtainable in the two dimensional optics associated with laparoscopy. Robotic surgical assistance will allow such minimally invasive techniques to be applied to urologic cancers. The daVinci surgical robotic system by Intuitive Surgical consists of a surgeon console, patient side cart, instruments and image processing vision equipment, and allows for minimally invasive surgery to be performed while emulating the open surgical technique. The Robotic equipment has been clinically used for robotic assisted minimally invasive operations for urologic, gynecologic and general surgery. The unique robotic system translates the surgeon's hand, wrist and finger movements into precise, real-time movements of the surgical instruments inside the patient. Four robotic arms (three instrument arms and one endoscope arm) execute the surgeon's commands. The instruments are designed with seven degrees of motion that mimic the dexterity of the human hand and wrist; this unique EndoWrist® allows for the execution of complex movements, such as suturing, in a minimally invasive procedure. In addition, the robotic instrument allows the surgeons scale of motion to be reduced anywhere from 2:l up to 5:l. This also allows a surgeon's hand tremor to be eliminated when operating. Pure laparoscopic instruments lack these extra degrees of rotational freedom, only having four (4) degrees of motion. The unique salient characteristics are: 1. 3D HD Vision 2. Two separate HD optical channels that merge for highly accurate depth perception 3. Lightweight camera head with buttons for focus control, automated scope setup and illuminator control directly form the camera head 4. Integrated surgeon touchpad with comprehensive control of video, audio and system settings 5. Surgeon console with multiple ergonomic adjustments, allowing surgeons to customize four different parameters for added comfort during longer procedures 6. An extensive array of wristed EndoWrist® instruments, available in 5mm and 8mm diameters 7. Fingertip with dexterous control of the EndoWrist® instruments and fingertip controls 8. Footswitch controls which allow the surgeon to perform a multitude of tasks, such as swapping between different types of energy instruments 9. A variety of time-saving features, such as one-step cable connectors, enable quick and efficient setup 10. A motorized patient cart that facilitates quick and controlled docking of the system to the patient Intuitive Surgical is the only source known to the government that is the sole manufacturer of the EndoWrist® instrument and accessories. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on August 27, 2009.
