- The National Cancer Institute (NCI), Division of Cancer Prevention (DCP) plans to procure on a sole source basis the Implementation of an External Review Process (ERP) to assess the status of the Community Clinical Oncology Program (CCOP), the Minority Based - Community Clinical Oncology Program (MB-CCOP), and the Chemopreventive Agent Development Research Program (CADRG) from Arnold Kaluzny, Ph.D.; 102 Pine Lane; Chapel Hill, NC 27514. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 Million. The period of performance shall be for six (6) months from date of award. The Division of Cancer Prevention (1) plans and directs an extramural program of cancer prevention research including chemoprevention, nutritional science, genetic and infectious agent, early detection including biomarker development and validation and biometry for the Institute; 2) develops and supports research training in cancer prevention and early detection; (3) coordinates program activities with other Divisions, Institutes, and/or Federal and state agencies, and establishes liaison with professional and voluntary health agencies, cancer centers, labor organizations, cancer organizations, healthcare delivery and managed-care organizations, and trade associations; and (4) coordinates community-based clinical research in cancer prevention and dissemination of cancer treatment practice through a consortium of community clinical centers. The purpose of this requirement is to plan, develop, and implement an external review process which incorporates the recommendations developed by a high level expert review panel and will develop metrics to assess the current and continuing status of the DCP Community Clinical Oncology Program (CCOP), the Minority Based-Community Clinical Oncology Program (MB-CCOP), and the Chemopreventive Agent Development Research Program (CADRG) The Contractor shall: - Develop a background paper describing the present status of the programs. - Select and define measurable performance criteria for the evaluation and review of each program. - Define evaluation questions to be addressed by an external review panel selected for the programs. - Obtain additional background information for the external review report to the DCP external review panel. - Appoint external expert review panel members (3 members) to conduct a program evaluation based on material developed on the Program's Background and History and current status. - Draft and submit final report and presentation, i.e., appropriate Powerpoint slides incorporating the insights and suggestions from the principal investigators, the analyses and critiques from the expert review team and the background documents prepared. Dr. Arnold Kaluzny is a nationally known evaluator of government institutions. He has been associated with both the NCI and the DCP in a variety of roles for many years, and understands the external review evaluation process, the Division programs and their relationships. His research has focused on organizational factors affecting program implementation and change in a variety of health care organizations, with specific emphasis given to cancer treatment and prevention and control, continuous quality improvement initiatives in both organizational and primary care settings, and most recently, the study of alliances within health care. In all these endeavors, a major focus has been to strengthen the science base of policy and practice. Dr. Kaluzny has worked closely with the Division as a consultant on restructuring the organization and has offered expert advice to the DCP for many years. Specifically, he has conducted an internal review of the DCP OSRGs that administer the DCP Early Phase Clinical Trials Consortia Program as well as evaluation reviews of other DCP and NCI programs. Thus, he is uniquely poised to conduct the external review to follow up on the internal assessment. During the past 20 years Dr. Kaluzny's continued participation in DCP retreats, meetings, presentations, analyses and evaluations has given him a unique insight into the DCP staff and programs. He is the only known external expert who has been involved in all aspects of the division's growth and oversight. His expertise with evaluation and review of programs, combined with his extensive knowledge and understanding of the DCP staff and programs make him uniquely qualified to lead the external review/evaluation of the CCOP, MB-CCOP and the CADRG programs and provide final reports to include recommendations for improved program operations. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on August 27, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
