Description
NATO Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of contractor support for the development of a Long Term Requirements Study (LTRS) of Long Term Capability Requirements (LTCRs). LTCRs are the Strategic Commanders’ primary instrument for identifying where Allied Research and Technology efforts should be focused. This study, which is the next iteration of the LTRS commencing in 2009, includes an examination of new, evolving technology out to a time horizon of 2035. HQ SACT is serving as the procurement agency for this project, which was authorized by the MBC. HQ SACT intends to use the sealed bidding (two envelope) procedure. Partial bidding is not authorized. The type of contract is Firm Fixed Price (FFP). The estimated cumulative value of this contract is Euro 400,000. The reference for this procurement is IFIB-ACT-SACT-09-18 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. Eligibility is limited to companies that have been approved for participation in NATO International Competitive Bidding (ICB) and that have performed similar contracts within the last three years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation, possess at least a valid NATO SECRET level security clearance, and have appropriate professional training and experience in a related field. Please note that it is the responsibility of the contractor to ensure that the Defense Industrial Security Clearance Office (DISCO) forwards to HQ SACT the NATO clearance certifications for all personnel assigned to the contract. The IFIB package will contain material at the level of NATO UNCLASSIFIED. The work will be performed at HQ SACT in Norfolk, VA. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for a NATO ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility, which is used to nominate a firm to the bidders list for a particular NATO ICB procurement. IMPORTANT DEADLINES 1. Deadline for requesting a Declaration of Eligibility: 16 September 2009 (Please note that under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2. Earliest date that IFIB will be posted on website: 21 September 2009 IFIB will be posted here: http://www.act.nato.int/content.asp?contracttype=rfp 3. Planned bid closing date: 09 November 2009 4. Period of Performance: 01 January 2010 - 31 December 2010 with the possibility of two option years (01 January - 31 December 2011 and 01 January - 31 December 2012)
