Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project for Removal and Disposal of Heavy Woody Vegetation at Dikes and Floodwalls, Woonsocket Falls Dam, Woonsocket, Rhode Island to determine the interest, availability, and capability of Service-Disabled Veteran-Owned, 8(a), HUBZone, and Small Business concerns as described below. The NAICS code for this procurement is 237990. The estimated construction cost is between $1,000,000 and $5,000,000. The project is planned to be issued on or about 14 September 2009 and the contract performance period is 6 to 8 months. The work consists of the removal and disposal of heavy woody vegetation from the side slopes and crests of earthen dikes, along channel improvement areas, and adjacent to concrete floodwalls along the Blackstone, Mill and Peters Rivers within the city limits of Woonsocket, Rhode Island. The earthen dikes are approximately 10 feet high, with a 10 wide crest, and 2:1 side slopes. The work limits include the following: The Blackstone River- Length of Dike-5600 feet, Floodwall Length-900 feet, Channel Improvement Length-8900 feet. The Mill River- Length of Dike-2000 feet, Floodwall Length-820 feet, Channel Improvement Length-1700 feet. The Peter River- Length of Dike-550 feet, Floodwall Length-240 feet, Channel Improvement Length-400 feet. There is extensive woody vegetation on and adjacent to the dikes, along the channel improvement areas and adjacent to floodwalls in the reaches indicated above. The majority of the trees requiring removal are 2 4 inches in diameter, with some exceeding this size. The condition along the Mill River is considered the worst with some of the larger trees requiring removal approaching 1-foot in diameter. Specific requirements will include removal and disposal of all vegetation on the dike crests and slopes, within 20 feet of the dike slopes and floodwalls, and along the channel improvement areas. All removal shall be in accordance with specified Corps of Engineer criteria for control of vegetation on dikes and levees, including treatment of roots. All disposals shall be in accordance with specified federal, state and local criteria. Upon completion of removal and disposal, all disturbed areas shall be restored to the condition of adjacent, undisturbed areas. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work requirements stated above. Please include a specific example of the firms relevant experience. Responses are due 31 August 2009. Firms interested shall provide the above documentation in one original form and one copy. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
