- Instructions on RFI submissions and requirements for the RFI. The purpose of this Request for Information is to request information from both large and small businesses regarding the completion of specific research, engineering, development, and test and evaluation (REDTE) for the Transportation Security Laboratory (TSL), located at the William J. Hughes Technical Center Atlantic City International Airport, New Jersey. The plan is to award a competitive 5 year contract including one 12-month Base year and four 12-month Option years. The NAICS for this requirement is 541720 for Research and Development in the Social Sciences and Humanities. This industry comprises establishments primarily engaged in conducting research and analyses in cognitive development, sociology, psychology, language, behavior, economic, and other social science and humanities research. The mission of TSL is to counter current and future terrorist threats and criminal acts, including threats against airports, through research and implementation of new technologies. TSL is under the Department of Homeland Security (DHS), Science and Technology Directorate and supports its mission to with research and organize the scientific, engineering, and technological resources of the United States as well as leverage these existing resources into technological tools to help protect the homeland. Respondents shall have supporting capability to provide on-site and offsite support to the national security mission of DHS/S&T and the Transportation Security Laboratory (TSL). The technical support services will assist the TSL in developing research and development technologies for the future and testing technologies around the world. The support services shall provide specific technical expertise to DHS in accordance with technical criteria and disciplines determined by DHS. The Respondent shall support current and future TSL programs.
