Description
The U.S. Department of Commerce (DOC), National Ocean and Atmospheric Administration (NOAA), Satellite Programs Acquisition Division (SPAD), National Environmental Satellite Data and Information Service (NESDIS) Acquisitions intends to negotiate on a sole source basis, citing 41 U.S.C. 253 (c) (1) "Only one responsible source," with Texas A&M University for critical expertise for the project entitled "Enhancement of Community Radiative Transfer Model (CRTM), and support for cloud and aerosol retrieval in the GOES-R Mission under FAR 15, Contracting by Negotiating. This acquisition is from the Joint Center for Satellite Data Assimilation (JCSDA) in radiative transfer modeling by validating the CRTM radiance simulations against detailed line-by-line calculations in the Discrete Ordinate Radiative Transfer (DISORT) Program for a Multi-Layered Plane-Parallel Medium and against measurements. The primary objective of this requirement is to evaluate the accuracy of the CRTM for simulating radiative transfer in both clear and cloud atmospheres. Texas A&M University is the only source known to NOAA. The NAICS code under this procurement is 541712, and size standard of 500 employees. This notice constitutes the required publication of a proposed contract action in accordance with FAR 5.203. Interested persons may identify their interest and capability to respond to this requirement; however this notice is not a request for competitive proposals. All capability statements received within 15 days after date of publication of this notification will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be honored.
