- Naval Air Systems Command (NAVAIR) intends to award a sole source contract to GE Aviation for technical support services for CFM-56-2A engines. The Government does not possess adequate data and /or rights necessary to competitively award this requirement. CFM International developed the CFM-56 technical data at its own expense and owns exclusive rights to the sale of any CFM-56-2-2A engine technology. The historical design data, drawings and design principles/concepts of the CFM-56-2A engine are necessary to provide sustaining engineering analysis and daily support to the fleet. The Government only has limited rights to the commercial data and thus cannot provide it to another contractor. CFM International retains the CFM-56-2A technology sales rights as a core business that is not for sale. GE Aviation, through a joint venture with CFMI, is to provide technical support services for the E-6B Program at Tinker AFB to assist in the identification and resolution of organizational, depot maintenance and airborne networks system problems for Navy CFM-56-2A engines.
