RFP issuance date: August 14th 2009 Deadline for questions: August 19th 2009 Closing date: August 31st 2009: Closing time:4:00pm (Dakar time) Ref: Cooperative Agreement 685-A-00-06-00060-00, Health Care Financing Policy Subject: Request for Proposal (RFP) No.685-09-P-12 USAID/Senegal for Health Care Financing Policy Mid-term Evaluation. Dear Sir: The United States Agency for International Development (USAID)/Senegal is seeking proposals from qualified consultant firms to conduct USAID/Senegal’s mid-term evaluation of the Health Care Financing Policy program. Proposals (technical as well as cost), complete in all respects should be addressed and sent by E mail to: Salamata Ly Acquisition and Assistance Specialist USAID/Senegal PO Box 49 – Dakar – Senegal E mail: sly@usaid.gov Awards will be made using the best value trade off process. The Government reserves the right to award without discussions. Hence, proposals should be submitted initially on the most favorable terms, from a price and technical standpoint (see section L and M for reference). Issuance of this solicitation does not constitute an award commitment on the part of the Government nor does it commit the Government to pay for the costs incurred in submission of a proposal. Further the Government reserves the right to reject any or all proposals received, and to negotiate separately with an offeror, if such action is considered to be in the best interest of the Government.
