- The 746 Test Squadron (746 TS) Holloman AFB, NM is contemplating a sole source firm-fixed-price contract to Locata Corporation, 9 Island View, Irvine, CA 92604-3601. The purpose of this effort is to design and install upgraded components to increase the measurement accuracy and range of existing Locata Corporation equipment purchased under previous contracts. The proposed contract action is for research and development for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The anticipated award date is November 2009. The North American Industry Classification Systems (NAICS) Code for this effort is 334220; size standard in number of employees is 750. The principle objective of this contract effort is to design, test and demonstrate enhanced capabilities in upgrading commercially produced units. The Government currently owns 16 Locata Corp units, Part Number LL1000-1, and 4 rover receiver assets that require enhancement to meet future mission requirements. The contract will be structured to mitigate risk, where the contractor will be required to develop a system design, build a prototype and software analysis tools, and test or demonstrate system performance attributes and capabilities. Based on a successful validated design, the system will be fielded and a complete system level test will be conducted on White Sands Missile Range, NM. Pending successful demonstration of prototypes, options will be negotiated and executed to perform upgrades to all units currently owned by 746 TS. Any additional units required to maximize effectiveness and meet the intent of this contract will be negotiated and purchased under another option. Locata Corporation possesses the unique skills, expertise, and has extensive experience to perform the required research and development in order to design, modify and demonstrate the required enhancements to the government-owned Locata-manufactured equipment. An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting point of contact indentified below. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all submitted documents received within forty five-days after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
