Description
This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved as this is a follow-on order to a competitive initial order (FAR 8.405-6(b)(2) or 16.505(b)(2)(iii). Portland District Corps of Engineers has awarded Task Order number 0013 using Recovery Act funding to Contract W9127N-08-D-0006 to HDR Engineering, Inc. for the following procurement: The contractor shall perform a levee safety periodic inspection (PI) on the levee systems. The purpose of the PI is to verify proper operation and maintenance, evaluate operational adequacy and structural ability, review design criteria to identify changes in current design standards, identify features to monitor over time, and improve the ability to communicate overall condition. As part of the effort to inspect levees, an understanding of the USACE policies, guidance, and design criteria is needed in conjunction with standardization requirements to build a national perspective. To ensure all are aware of the requirements or know where to go to get answers, four day workshops will be offered to pass on the aforementioned along with training on software tools developed by USACE for levee inspection. Completion of the workshop is required for each inspection team lead and an additional team member to receive instruction on Corps Periodic Inspection guidance, criteria, and proper operation of the LIS prior to accomplishing the field inspection.
