Description
In accordance with Federal Acquisition Regulation (FAR) 52.215-3, "Request for Information or Solicitation for Planning Purposes" This Sources Sought Notice (SS) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is seeking interested sources (contractors) to conduct the following tasks at various VA Medical Centers specified below: 1.Perform a technical and economic feasibility study to assess the potential for the installation of a geothermal system. Items to be considered, but are not limited to: the potential opportunities and obstacles for installing geothermal system, site conditions, existing mechanical systems conditions and a financial analysis for a system installation, including alternative financing possibilities. 2.If the feasibility study above is successful for the specified area(s) an Environmental Assessment (EA) [Pursuant the National Environmental Policy Act (NEPA)] must be subsequently completed to evaluate the potential direct, indirect, and cumulative impacts on environmental and land use resources of a Geothermal System. 3.Drill a test well for the specified area(s) to confirm water thermal conductivity and temperature to support further development of a direct use geothermal well (supply or injection), or conversion to a heat pump system supply well. It is critical to have the test well constructed as if it were going to be used as a functioning geothermal well. 4.Provide consulting services during the installation of the geothermal system, such as: providing review comments on design; guidance on environmental compliance; and potential design enhancements that could increase the likelihood of a successful operating system. 5.Based on the results of the feasibility and Environmental Assessments, the installation of the geothermal system may or may not take place at all sites listed below. The VA requires the above tasks at the following VA locations: 1.Sacramento, CA2.Vallejo, CA3.Martinez, (OPC)4.San Francisco, CA5.Boise, ID6.Fort Harrison, MT7.Salt Lake, UT NAICS 237110 (size standard $33.5 million) applies Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. At this time no solicitation exists; therefore, please do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOps at web site https://www.fbo.gov. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Respondents will not be notified of the results of the evaluation. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set-aside based on responses hereto. SUBMITTAL INFORMATION: All responses must include the following information: Company name and address, Cage code, Dunn & Bradstreet number, Point-of-Contact name, phone number, fax number, and email address. The subject line of the correspondence should clearly display the SS number. Also please provide the following information in your response; The VA is looking to gain insight on how the above tasks would be implemented by the industry. This includes the feasibility study through the actual installation / construction of the geothermal system. VA does not plan on soliciting one contract for feasibility through installation; however, we are looking to find out from the industry how they could / would accomplish these tasks. Please provide the following information: 1.Please provide information on how your company, based on experience, could / would implement the tasks listed above. Please consider the following: a.Is it common practice for an environmental type company to subcontract out drilling services? Is this preferred? b.Is it possible for an environmental company to act as a project manager through the installation / construction of the geothermal system? Is this preferred?c.It is common practice for an environmental company to take a project like this from feasibility to installation?d.Do installers of geothermal systems need to be International Ground Source Heat Pump Association certified? Or are there other certifications that are required or recommended? e.Is the installation of the geothermal system normally performed as a design-build or a design-bid-build? 2.Please provide information on what "in-house" capabilities your company possesses and what capabilities would need to be subcontracted out. Please elaborate on the following: a.Would your company subcontract out the test bore drilling, or does it have the in-house capability to drill?b.Does your company have the ability to provide a biddable design for the subsequent geothermal system? If a design was requested, is it complex enough that it would need to be stamped by a certified architect or engineer?c.Does your company have the ability to provide the subsequent installation of the system, if requested? 3.If the VA decided to solicit one (1) contract for all seven (7) sites listed above, would this requirement be too large for your company to perform on? How many sites would your company be able to perform simultaneously? *Please note there was an original sources sought for this requirement under solicitation number VA-776-09-RA-0112, which is located under the archived section of Federal Business Opportunities (FBO). If you have not provided a response to that announcement please do so before responding to this sources sought.* It is requested that interested contractors submit a response (electronic submission) of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. Submissions (responses) shall be received by no later than August 21st at 3:30 P.M., Eastern Standard Time. At this time, no solicitation exists. Therefore, DO NOT REQUEST A SOLICITATION.
