The customer has verified through their market research that the manufacturer of SPSS Statistics software for Microsoft Windows products is the sole manufacturer. Please see attached memo.6.Actions to Promote Competition: We have originally purchased the software package under a Federal Schedule Contract; GS-35F-5899H. This request is a continuation on the maintenance for Purchase Order 663-D86106, which expires 15 August 2009.7.Determination of Fair and Reasonable Price: The anticipated price to the Government is $ 36,090. This is based on historical comparison for the same service previously awarded to SPSS.8.Market Survey (FAR 7.102): It has been verified that SPSS is the sole manufacturer and distributor. See attached SPSS memo.9.Other Considerations: See statement of work.10.Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief. 11.
