- THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL (RFP). IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THIS ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. It has been well established in the literature that there is a significant link between mental and physical health and that consideration of mental health status has relevant associations with chronic disease risk factors. To address this important issue, one of the critical activities of the Division of Adult and Community Health is the analysis of data pertaining to Mental Health from the Behavioral Risk Factor Surveillance System and triangulating these variables with demographic, socioeconomic, and health data. Since 2006, the BRFSS has collaborated with the Substance Abuse and Mental Health Services Administration to fund and provide technical assistance for the collection of data on the prevalence of anxiety, depression, serious mental illness, and psychological distress in the US population. Researchers at CDC and SAMSHA have engaged in extensive collaborations to design cogent observational studies addressing the link between mental and physical health using BRFSS data. The resultant findings have been complied into a series of 15 manuscripts covering a wide range of topics germane to public health. The dissemination of this important research is intended to inform public health agencies in regards to program and policy development, implementation, and serve as a basis for further research and program initiatives in the areas of mental health. CDC is contemplating a Fixed Price award to secure the services of a vendor to (1) publish the papers, editorials, and forward as a journal supplement to be distributed through traditional journal subscription channels (2) procure sufficient additional copies for internal distribution to partners and stakeholders internal and external to CDC. Tasks: 1) CDC will provide cleared, edited, copy ready files of manuscripts and editorials including text, graphics, logos, tables, and charts in appropriate formats for online and printed journal publication in the International Journal of Mental Health. 2) Vendor shall provide layout, formatting, and publishing as printed journal supplement and also an online version. Deliverables: 1) Production run and subscriber dissemination of printed supplement 2) Subscriber domain URL Link to online version of journal supplement 3) 1 parcel of 200 copies to CDC designated person. The CDC has identified International Journal of Public Health Editor Office, University of Bern, Institute of Social and Preventive Medicine, Division of Social and Behavioural Health Research, Niesenweg 6 - CH-3012 Bern, Switzerland as the sole source to provide the requirement. The anticipated period of performance is thirty days after award date. Responsible sources who believe they can provide the required services may submit a written capability statement, via e-mail to Teri Routh-Murphy at tnr3@cdc.gov no later than 7 days from the published date of this announcement, August 14, 2009. All responses are limited to 5 pages, single spaced, 12 font, Times Roman. The cover letter is not includes in the 5 page limit, however should be included in the body of the email response.
