Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DTRT57-09-R-20027 is issued as a Request for Proposal (RFP). This solicitation is being conducted in accordance with FAR Part 13.5. This solicitation document and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-36. The NAICS Code is 336510 and the Small Business size standard is 1,000 employees. For award rational see Evaluation Criteria below. Proposals shall include technical information and pricing for the following items in a written proposal. The Government intends to award a contract for a total of 2 (two) new 8-person, two axle, bi-directional maintenance-of way (MOW) railway vehicles for the U.S Army Military Ocean Terminal Sunny Point, Southport, North Carolina in accordance with the statement of work and attached specification sheet (Attachment 1). Note: Offerors are required to provide a price for all CLINS. CLIN 0001- 8-person MOW Vehicles in accordance with the statement of work and attached specification sheet 2 EA $__________; CLIN 0002 Transportation and Delivery of 2 (two) Railway Vehicles to Sunny Point, North Carolina in accordance with the statement of work $_________; CLIN 0003 Spare parts in accordance with the statement of work $___________; CLIN 0004 Option: for Operator cab air conditioning in accordance with the statement of work 2 EA $_________; Total $_________. STATEMENT OF WORK- This statement of work specifies the requirements for the manufacture and delivery of 2 (two) new 8-person, two axle, bi-directional maintenance-of-way (MOW) railway vehicles. Also commonly referred to as railway motor trolley, personnel carrier, ganger trolley, gang car, etc., this vehicle will be used on the railroad for the safe transportation of personnel and material for maintenance-of-way operations and track inspections at U.S. Army Military Ocean Terminal Sunny Point, Southport, NC. Specification sheet is attached. Spare Parts- The contractor shall submit a recommended spare parts list with the proposal. Spare parts are those items recommended by the manufacturer to be kept on hand for quick and immediate maintenance access. This list shall identify the parts required to support the locomotive for one-year of service. A one-year supply of spare parts as identified in the spare parts list shall be delivered with each vehicle and shall be inspected for completeness before acceptance. Period of performance: The delivery period for this contract (two vehicles) is no later than 90-days after contract award. Delivery and Acceptance: Final acceptance will occur at U.S. Army Military Ocean Terminal Sunny Point, Southport, NC. Payment will be made after final acceptance. To be submitted with offer (proposal): Delivery schedules, spare parts list, manufacturer?s Quality Assurance plan and product literature/capability statement that clearly demonstrates the contractors ability to provide 8-person Maintenance-of-way(MOW) Railway Vehicle that meets the technical requirement identified in the attached specification sheet. Option: This option is to add Air conditioning (A/C) throughout the vehicles cab. This option requires the sides and doors to be solid steel (not made of fabric curtains). If the option is exercised then the Contract will be awarded to the company that has been awarded CLIN Nos. 0001-0003. Period of Performance for this requirement is from date of award through January 31, 2010. BASIS FOR AWARD-BEST VALUEThe Government intends to evaluate proposals and award a firm fixed price Contract Award in accordance with the Statement of Work and Attachment 1. Award will be made to the responsive and responsible Offeror whose offer will provide the best value to the Government based on the Price Proposal and the Technical Proposal. EVALUATION CRITERIA-1. Past Performance - Offeror must provide definitive information (such as drawings, pictures and relative experience) with their proposal that they have successfully built commercially available 8-way railway vehicles. 2. Demonstration ? Prior to award the Offeror must demonstrate an operational model commercially available 8-way railway vehicle to the Volpe Center representatives3. Price ? The Government intends to evaluate each vehicle and delivery price separately. The Government intends to award one contract to the Offeror with the Best Value to the Government. Evaluation factors (1-3) are of equal value. Solicitation provision FAR 52.212-1, Instruction to Offerors-Commercial Items (JUN 2008) is hereby incorporated by reference; the offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b) (5), Terms of any Express Warranty. All Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (FEB 2009) with the offer. FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items (APR 2009), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAR 2009), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 8, 10, 12, 18, 19,20, 21, 22, 24, 30,31, 34, and 39. FAR Clause 52.217-4,Evaluation of Options Exercised at Time of Contract Award (JUN 1988) Offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Guy Hillman, RVP-32, 55 Broadway, Building 1, Room 1144, Cambridge, MA 02142 by close of business Tuesday, September 8, 2009. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
