- NASA/MSFC has a requirement for engineering support and manufacturing services forproduction, processing, assembly, and disassembly of a 24" Solid Rocket Test Motor (SRTM)Test Article. This test article will be used to provide the first representativesub-scale performance demonstration of nozzle liner materials, processes, andconfiguration for Ares I First State 5-Segment Reusable Solid Rocket Motor (RSRMV). NASA/MSFC intends to purchase the items from ATK Launch Systems, Inc., Huntsville SpaceOperations (HSO), pursuant to FAR 6.302-1, which implements the authority of 10 U.S.C.2304 (c)(1) for acquisition of supplies or services from only one source and no othersupplies or services will satisfy agency requirements.Competition is impractical forthe following reasons:1.The services to be performed are part of a follow-on effort from work previouslyperformed on the RSRM contract for the continued provision of highly specializedservices. NASA has used ATK as the sole contractor to build 24 SRTM sub-scale testmotors for over 10 years, and ATK has extensive experience in manufacturing, logistics,and test support for the unique SRTM design family. The knowledge and skills ATK hasgained resulting from their extensive hands-on experience with these sub-scale motors,will provide critical assistance in development of new test motors as well as thefull-scale flight motors for flight projects. Award to any other source would result inunacceptable delays in fulfilling the Agencys requirements due to the time required fornew contractor personnel to learn the specific design, hardware, and processing detailsunique to NASA MSFC facilities and this test motor family and their lack of experiencewith these parameters.2. ATK Launch Systems Inc. Huntsville Space Operations (HSO) is the onlycontractor with personnel qualified to operate MSFCs unique tape wrapping machine whichmust be utilized for the proposed effort. This tape wrapping machine is a vitalcomponent of sub-scale motor development for NASAs major space vehicle programs. Testarticles must be fabricated in a manner that will accurately represent significanthardware characteristics as specified by NASA requirements and maintain processingsimilarity to previous sub-scale test motor test articles in this family. The operatorsmust be qualified yearly, and ATK HSO is the only source with the requisite qualifiedpersonnel to operate this machine to support the earliest motor test date. Qualificationof a new source would result in a duplication of the cost of that experience and delaythe motor test date.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 28, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
