Description: RECOVERY - Providing Assistance in the Environmental Review of Federal Actions at the Northeast Regional Office (NERO) Gloucester, Massachusetts In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009, Pub. L. 111-5, the Government posts this notice FOR INFORMATION PURPOSES ONLY. This opportunity is available to Integrated Statistics, Inc., 16 Sumner Street, Woods Hole, MA 02543-1439 under indefinite Delivery Indefinite Quantity (IDIQ) Contract EA133F-08-CQ-0031 against GSA Federal Supply Schedule Contract GS-10F-0395N. The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition will award a Time-and Materials (T&M) Task Order against the existing contract for Endangered Species Act Review of Federal Actions. In 2008, EA133F-08-CQ-0031 was competed and established in accordance with FAR part 8. A single IDIQ award was made to Integrated Statistics, Inc. with an ordering period of five (5) years. SERVICE DESCRIPTION: The purpose of this task order is to provide support services for the Habitat Conservation Division, Northeast Region, National Marine Fisheries (NMFS) at the Northeast Regional Office (NERO) at 55 Great Republic Drive, Gloucester, MA 01930. The Contractor will provide assistance to the Government in review of federal actions pursuant to essential fish habitat (EFH) provisions of the Magnuson-Stevens Fishery Conservation and Management Act (MSA) as well as the Fish and Wildlife Coordination Act (FWCA). The American Recovery and Reinvestment Act of 2009 (Economic Stimulus) contains significant funding intended to create jobs. The intent is to quickly disperse these funds into the economy to support "shovel ready" projects. There will be strong pressure to complete any necessary permitting and environmental analysis in order to initiate work and generate jobs as quickly as possible. NERO does not have the resources to provide environmental review of all the federal actions that may impact habitat within the region. The Contractor will primarily provide support in the area of document preparation and presentation.
