Description
This is a Sources Sought posting for market research purposes only. This is not a Request For Quote. The Air Force Flight Test Center at Edwards AFB, CA is seeking vendors capable of providing Theory of Constraints training and certification that meets the following requirements. Contractor shall provide Theory of Constraints (TOC) Project Management (PM), Technical Expert (TE), Master Trainer courses, Train the Trainer, Train the Trainer certification and other training course materials, specifically geared to teach TOC PM Critical Chain methodology and Root Cause analysis at Edwards AFB. The contractor shall educate, prepare, and certify local staff as master trainers. Certified master trainers will have the ability to teach local TOC classes. The government reserves the right to assign specific course modules that individuals will be certified to instruct. The contractor shall use practical examples that the master trainers may encounter locally. The contractor shall provide courses that at a minimum enable the trainer to transfer essential knowledge of TOC multi-project management to students, such as: construction of project networks, scheduling individual projects, synchronizing multiple projects, project budgeting, operational management to include buffer management and resource utilization, resource assignment to tasks, behaviors/roles/responsibilities, metrics and implementation roadmaps. In addition, the contractor shall also provide Master Trainer candidates with skills and certification necessary to transfer TOC project management, technical expert program. This contract shall provide for the use of licensed training materials from FY 10 to FY 14. One purpose of this contract is for the Government to foster a relationship that allows the Government to become self sufficient in the facilitation and training of basic TOC principles and concepts for the overview and supplemental courses. Additional History/Background: The primary purpose of this follow-on contract action is to continue to provide Theory of Constraints Project Management (TOC PM) training, training materials, and train-the-trainer certifications to meet the 412th Test Wing's (TW) requirements for a standardized project management methodology across the Test and Evaluation enterprise. As part of the existing (current) and previous contracts with Spearhead 2 of the Abraham Y Goldratt Institute (AGI) has provided specific training courses that were developed by the contractor for the government to use with government trainers in order to eventually become self-sustained. AGI has provided specialized/in-depth cause and effect knowledge/soft science that is transferred to students during Technical Expert, Master Trainer and Deployment Expert (DE) Training/Certification. Six main areas where in-depth knowledge is transferred to students who in turn utilize the knowledge to facilitate change in their organizations are; a. Deepening understanding of the solution: Building/understanding Current Reality Trees (CRTs) and Future Reality Trees (FRTs). How to read cause and effect, verbalize cause and effect and rewording Undesirable Effects (UDE's) for your environment. Understanding core conflict clouds and how they relate to UDE's using CRTs. b. Skills for Customization of the Solution: Negative Branch Resolution; how to build and trim a negative branch as part of the solution. c. Defining implementation: FRTs and Pre-Requisite Trees (PRTs); provide focus to the cultural and logistical change, build the base skill of necessity for building/customizing implementation network and learning the high level tool to facilitate teams through challenges encountered during implementation. d. Skills for customizing the implementation: PRT's: Identifying obstacles and how to cause the change, the six steps to Buy-In and use of elevator statements. e. Sills for resolving conflicts: AGI has been the only firm that has developed the above identified specialized course material tailored to AFFTC requirements over the past seven years. Since the AFFTC (412th TW) has previously selected Theory of Constraints Project Management, Critical Chain methodology as their standardized project management process, it is believed that changing from the chosen methodology and redirecting to another vendors material and approach would result in substantial duplication of cost due to re-training individuals, plus duplicative cost due to re-deployment efforts across the 412thTW, and severely impact our ability to be self-sustainable. It also thought that additional trainers would be needed to accommodate increased training requirements and ensure a cadre of certified instructors is readily available to meet organizational training needs which The above information is being provided solely for the purpose of providing interested firms the history behind the current proposed acquisition in an effort to be open, fair and promote competition, if possible. Period of Performance of the anticipated contract is five years with a Basic period of one year followed by four one-year options, commencing upon contract award. It is anticipated that a Fixed Price, IDIQ contract will be awarded in Sep 09. Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services described above. Firms responding to this notice must identify their company's capabilities to perform the requirements described herein, reference the solicitation number and indicate what size business concern they are (i.e. small, small disadvantaged, large, etc). The NAICS code is 611430. The Small Business size standard is $7,000,000. Service Code is R. The information received as a result of this synopsis will be considered solely for the purpose of determining whether or not this acquisition should be conducted competitively or under other than full and open competition. The Government does not intend to pay for any information provided under this sources sought synopsis.
