- Recovery Act 2009. This is a modification to announcement published 18 Jul 09. The description of the announcement has changed as follows - The Naval Air Warfare Center Weapons Division China Lake, CA intends to procure on a full and open competitive basis a firm fixed price, indefinite delivery indefinite quantity contract(s) for geophysical data. The Government reserves the right to issue more than one contract if it is the Governments best interest. It is estimated the 10 to 15 intermediated test holes that will be 1,500 to 2,000 foot with an option to deepen to 2,500 to 3,000 foot or 10 intermediated (same depths as above) and up to 3 deep test holes 3,000 to 4,000 foot with option to deepen to 4,500 to 5,000 foot. The test holes will be within Department of Defense lands at various locations in southern California and western Nevada. Specifically, the work may be conducted at the following locations - Naval Air Facility El Centro, CA (NAFEC) ranges, Chocolate Mountains Aerial Gunnery Range (CMAGR), CA., Marine Corps Air Ground Combat Center, Twenty-nine Palms, CA (MCAGCC), Naval Air Station, Fallon, NV ranges (NASF) and Hawthorne Army Ammunition Depot (HAWD), Hawthorne, NV. For all test holes awarded, the contractor(s) shall provide geophysical data logs retrieved from the geothermal test hole to help determine the nature of subsurface geological and physical conditions and to help characterize the fluids encountered in the test holes. Blowout prevention equipment (BOPE) will be required at all drilling sites. The resulting contract(s) will contain a provision to cover conditions such as lost geophysical logging, lost circulation, coring, perforation of the well casing, test hole stimulation, angle deviation and standby time resulting from Government delays and/or acts of God. Subcontractors used for logging (or any other work) will be required to submit copies of their Federal and State licenses. A site visit to further describe the requirements will be held in El Centro, CA. The exact location of the site visit (facility/room) will be in the Request for Proposal (RFP). The anticipate date for the site visit is 03 September 09. To attend the site visit contact Sue Casey by email - sue.casey@navy.mil. A portion of the resulting contract(s) will be funded utilizing American Recovery and Reinvestment Act 2009. All recovery act funding requires contractors to be registered in the Federal Reporting data base at www.FederalReporting.gov. Section 1512(c) of the Recovery Act requires each contractor to report its use of Recovery Act funds under this contract. Additional information on the special reporting is available under Federal Acquisition Regulations clause 52.204-11 AMERICAN RECOVERY AND REINVESTMENT ACT-REPORTING REQUIREMNTS (MAR 2009). This clause shall be included in the RFP. The RFP will be available electronically @ http://neco or http://www.fedbizopps.gov on or about 28 August 09 and close approximately 30 days thereafter. Additional information such as the Statement of Work will be included in the RFP. Contractors must have current registration in the Contractor Central Registration (CCR) to be eligible for award. Contractors may register for CCR at http://www.ccr.gov.
