Description
The U. S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with Bersin & Associates, Oakland, CA, to assist in addressing issues related to learning and development, and talent management. This subscription service provides access to their library content, newsletters, studies, webinars, and advisory time that is only directed toward Enterprise Learning and Talent Management. Bersin & Associates represent the industry standard in Learning and Development and Talent Management; providing advisory services and access to blended learning, content development, analytics, and leadership development. The products and services of Bersin & Associates are more closely aligned with and are better suited for the needs of the Office of Innovations and Solutions. To our knowledge, they are the only supplier of this specific service. While other vendors do research, they do not focus on just one area of expertise, Learning and Development. The proposed period of performance is one year from the date of award, with the option to extend the period of performance for two additional one-year optional periods. Responses to this notice of intent will not be honored unless the respondent provides evidence showing their capability to perform the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination not to compete this requirement based on response to this notice is solely within the discretion of the Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response must show clear and convincing evidence that competition would be advantageous to the Government.
