- This is a Sources Sought Notice only. This notice is strictly for the purpose of identifying sources/professionals able to conduct a sustainable design study. This notice is for information purposes only and shall not be construed as a solicitation or an obligation on the part of the government. Information submitted in response to this notice will become the property of NCPC. We reserve the right to accept, reject, or use without obligation or compensation any information submitted in response to this notice. NCPC will not pay for any information herein requested nor is it liable for any cost incurred in response to this notice. The information provided in this notice is all information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. No contract will result from any response to this notice. Overview The National Capital Planning Commission is the federal government's central planning agency for the federal land and buildings in the National Capital Region. The federal government has a major presence in the National Capital Region. It is the largest employer, occupies the most land, and uses significant resources. As a result it has an enormous impact on the region and its residents. The size of the federal government presents a unique opportunity to advance a new way of thinking about how it uses resources. Recent federal mandates have set energy reduction and stormwater goals for individual federal buildings. NCPC would like to study a cluster of federal buildings within the District of Columbia to demonstrate how a community of buildings, and related public infrastructure and open space could function together as an environmentally low-impact unit. Project Description Employing a holistic approach to sustainability, NCPC proposes to develop a sustainable urban design strategy for a federal district of buildings in partnership with other federal agencies. The study would consist of a cluster of public buildings (some historic) and open space across multiple blocks. The project would demonstrate how a community of buildings, and related public infrastructure and open space could function together as an environmentally low-impact unit. It would build upon the work already completed/underway at each of the individual buildings and would lay out a strategy for the district to operate within its rainfall and solar budget and eventually become carbon neutral. Anticipated period of performance is not greater than one year. Project Tasks: • Define area and project scope • Develop metrics and baseline conditions for solar energy, carbon balance, water, habitat, etc. • Establish sustainability goals for the area • Develop strategies to reach the goals • Estimate costs and environmental benefits of proposed improvements Project Deliverables: • Sustainability goals and metrics, diagrams, flow charts, illustration of strategies, quantitative figures, limited narrative. Response Instructions NCPC is asking all interested parties to submit a response containing the following information: • A positive statement of your intention to submit an offer for this solicitation as a prime contractor • Business name, address, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone, 8(a)), DUNS number and a point of contact • Evidence of your experience performing work similar in type and scope to the work in this notice within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects • Your estimated time frame to complete the project All interested parties are encouraged to respond to this notice by e-mail to bizops@ncpc.gov or hand delivered to the contracting office address below.
