Description
RECOVERY--This is a U.S. Army Corps of Engineers, New York District Invitation for Bids (IFB) to award a contract for the South Main Street Closure Structure and Regrading of the Driveway at Railroad Avenue, Borough of Bound Brook, New Jersey. The work involves the installation of a 53-foot 6-inch long by 16-foot 4-inch high (clear opening span 47-feet 6-inches) steel roller gate closure across the roadway at the South Main Street underpass in Bound Brook to tie in to the adjacent New Jersey Transit railroad embankment by constructing 150 linear feet of floodwall (T-wall and I-wall). The roller gate closure structure work includes constructing the 18-foot wide caisson supported concrete foundation for both the roller gate monolith and the masonry block gate house; constructing a 63-foot long by 12-foot wide by 19- foot 6-inch high masonry block gate house ; a 75-foot long by 7-foot high (average) retaining wall; and drainage system including sluice gate and flap valve chambers; relocating utilities including sanitary, electric, gas and water; constructing sidewalk, curb, pavement and low retaining wall; and installation of electric winches and lighting. Establish a traffic detour closing South Main Street south of the Bound Brook Rotary at night mostly and night work shifts are required. Re-grading a parking lot and driveway along Railroad Avenue. Construct curb guide rail, drainage, riprap protection and re-grade an existing drainage swale. Demolish a 1-story addition to an existing brick industrial building and removal of a possible under ground storage tank. Provide soil erosion and sediment control measures and landscaping. Additional services include regrading a parking lot and driveway along Railroad Avenue which consists of pavement milling, removal, and disposal; placing fill as required and repaving; constructing curb guide rail, drainage, riprap protection and regrading an existing drainage swale. The project includes soil erosion and sediment control measures and landscaping. Optional work includes demolishing a 1-story addition to an existing brick industrial building and removal of a possible under ground storage tank. The estimated period of performance for the effort listed above is 548 days. This procurement is being solicited as a 100% SMALL BUSINESS set-aside. The NAICS Code is 237990 (General Contractors Heavy Construction, Not Elsewhere Classified). The Small Business size is $33,500,000.00. The SIC Code is 1629. The range of the estimated cost is $5,000,000 to $10,000,000. The Federal Acquisition Regulation requires that Past Performance Information (PPI) be collected on Department of Defense (DoD) contracts. The Government has now implemented a web-enabled application that collects and manages contractor past performance data. Effective 1 April 2007, the system, Contractor Performance Assessment Reporting System (CPARS), requires both the contractor and the Government to submit their portion of the CPARS report via the internet for Construction contracts in excess of $100,000.00. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract.
