- Terminal High Altitude Area Defense (THAAD) Advanced Capability Engineering Technical Support (ACETS) Synopsis The Missile Defense Agency (MDA) under its THAAD Project Office has a requirement for an Advanced Capability Engineering Technical Support (ACETS) development contract to support the Block 5.0 development Ballistic Missile Defense System (BMDS) test program and its elements; this is a follow on effort to the existing Block 2.0 Development Contract (DASG60-00-C-0072). We anticipate the follow-on contract to be a five-year basic contract with two, two-year options commencing in the second quarter of FY10. MDA intends to negotiate on a sole source basis with the Lockheed Martin Space Systems Company (LMSSC) for this effort. The contents of the requirement will be included in the Justification and Approval (J&A). Work addressed by the J&A will be as follows: - Support of the THAAD Flight Test Program to include: • THAAD flight tests, to include BMDS tests • Flight tests where THAAD is not the shooter - Support of the MDA Ground Test Program - Design and Implement THAAD Future Block Upgrade Development Effort to include: • Enhanced Communications • THAAD Interceptor launch on Tactical Data Integration Link (TADIL)/ forwarded track and remote launchers capability • Unifying Missile Defense Functions • Missile Upgrades • Link 16 Enhancements • Integrate THAAD System software and hardware updates with the Post Deployment Software Support (PDSS) Program • Maintain THAAD Models and Simulations currency and integration into the BMDS • Continue support of THAAD integration into the BMDS • Provide Engineering Technical Support and Analysis • Develop and field Concurrent Test/Training/Operations (CTTO) and Distributed Multi-Echelon Training System (DMETS) • Integrate future Radar development into the THAAD element The intended outcome of this synopsis is to determine interest and capability in supporting the THAAD Project Office and to identify acquisition alternatives that may warrant further potential study and review.
