Description
Statement of Work This combined synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice and is current to include the latest FAC. The Government has a requirement to procure non-personal services to provide all material, labor, supervision, tools, supplies and transportation necessary to install government-owned carpeting in Buildings 215 and 216 at F.E. Warren AFB, WY per the attached Statement of Work (SOW). This acquisition is a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this project is 314110 with a size standard of 500 employees; the FSC is 7220; the SIC code is 2273. The contract will be a single award, Firm-Fixed-Price type contract. NOTE: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS CONTRACT. THE GOVERNMENT'S OBLIGATION UNDER THIS CONTRACT IS CONTIGENT UPON THE AVAILABILITY OF APPROPRIATED FUNDS FROM WHICH PAYMENT FOR CONTRACT PURPOSES CAN BE MADE. NO LEGAL LIABILITY ON THE PART OF THE GOVERNMENT FOR ANY PAYMENT MAY ARISE UNTIL FUNDS ARE MADE AVAILABLE TO THE CONTRACTING OFFICER FOR THIS CONTRACT AND UNTIL THE CONTRACTOR RECEIVES NOTICE OF SUCH AVAILABILITY, TO BE CONFIRMED IN WRITING BY THE CONTRACTING OFFICER. IF FUNDS DO NOT BECOME AVAILABLE BY 30 SEPTEMBER 2009, NO CONTRACT AWARD WILL BE MADE. Interested contractors must pre-register for the site visit scheduled for Thursday, 27 August 2009 at 1000:am MDT by calling or e-mailing Jay Tobin at the number/ e-mail address noted below no later than 4:30 pm MDT on Wednesday, 26 August 2009. The incorporated provisions and clauses are those in effect through the Current Federal Register. This is a combined synopsis and solicitation for the following commercial items for carpet installation in Buildings 215 and 216: Line Item 0001: Install Government-furnished carpeting in Buildings 215 and 216 and contractor supplied vinyl cove base in Building 216 per the SOW. Performance will be completed within 30 days of Notice to Proceed. NOTE: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS CONTRACT LINE ITEM. THE GOVERNMENT'S OBLIGATION UNDER THIS CONTRACT IS CONTIGENT UPON THE AVAILABILITY OF APPROPRIATED FUNDS FROM WHICH PAYMENT FOR CONTRACT PURPOSES CAN BE MADE. NO LEGAL LIABILITY ON THE PART OF THE GOVERNMENT FOR ANY PAYMENT MAY ARISE UNTIL FUNDS ARE MADE AVAILABLE TO THE CONTRACTING OFFICER FOR THIS CONTRACT AND UNTIL THE CONTRACTOR RECEIVES NOTICE OF SUCH AVAILABILITY, TO BE CONFIRMED IN WRITING BY THE CONTRACTING OFFICER. IF FUNDS DO NOT BECOME AVAILABLE BY 30 SEPTEMBER 2009, NO CONTRACT AWARD WILL BE MADE. The following provisions and clauses apply to this acquisition and will remain in full force in any resultant award: FAR 52.212-1, Instructions to Offerors-Commercial Items is amended to read: Offeror shall submit signed and dated quote to 90 CONS/LGCA, Attn: Jay Tobin, 7505 Barnes Loop Bldg 208, F.E.Warren AFB, WY 82005-2860 NLT 09 September 2009 at 1200 PM Mountain Time. Submit signed and dated quotations on company letterhead or quotation form and marked with solicitation number F1Y3GB 9212A001. Quote may be faxed to 307-773-4636 or emailed to jay.tobin@warren.af.mil. The government reserves the right to evaluate proposals and award a contract without discussions with offerors. Quotes shall be evaluated in accordance with FAR 52.212-2, evaluation of Commercial Items which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows: The following factor shall be used to evaluate offers: Price.
