- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES/ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THE U.S. FISH AND WILDLIFE SERVICE HAS A REQUIREMENT TO PROVIDE STATISTICAL METHODS ASSESSMENT FOR LONG TERM SEABIRD COLONY MONITORING PROGRAMS AT ALASKA MARITIME NWR AS FOLLOWS: STATEMENT OF WORK TITLE: Statistical methods assessment for long-term seabird colony monitoring program on Alaska Maritime NWRBACKGROUND: The biology program of Alaska Maritime National Wildlife Refuge focuses on long-term monitoring of seabird populations as indicators of marine ecosystem health. Monitoring occurs at a number of colonies spread around much of the Alaskan coastline covering a region equal to the distance from Georgia to California to Minnesota. Most of this effort has been 'context' monitoring - regularly surveying conditions or population attributes with the intent to detect trends (especially declines) and conservation issues. With this objective in mind, each year the Refuge monitors approximately 10 colony sites strung about 500 km apart from the nearest other site; additional sites near the annual sites are surveyed intermittently with the goal of 'calibrating' to the more consistent information stream from the annual sites. Some of the annual sites have been monitored every year since the mid-1970s; others have shorter and/or more intermittent records (e.g., every 3-5 years). Field methods have been consistent across sites and through time. Multiple species, representing different foraging guilds, are monitored at each colony. The Refuge's long-term program of monitoring seabird colonies focuses on three main characteristics of breeding ecology (for each the monitored species): -reproductive success ('productivity' - did a breeding pair fledge a chick?),- timing of breeding, and -an 'index of abundance' (a species-specific summary of the season's repeated counts of abundance on the monitored subset of the colony). Timing and frequency of the data collection varies across colonies and years, but most involve multiple observation events across the season. Timing of breeding observations are interval censored, 'abundance index' is generally summarized into a single seasonal summary, and reproductive success observations could be viewed as a binary or ordinal outcome (considering intervening stages of development) ultimately summarized as a multinomial sample. The Refuge has identified a number of statistical projects, briefly described below, to improve the planning and efficiency of their biological data collection efforts and the quality of the resulting information. The projects cover both data collection and data analysis components. The projects will focus on a common species or family, either black-legged kittiwakes or murres (common and thick-billed). The products from each project will include both a report and associated R software command scripts and objects. WORK DESCRIPTION: - Clarify project tasks and overarching goals with Heather Renner, Alaska Maritime NWR, and Joel Reynolds, Regional Refuge Biometrician. Deadline: 30 Oct 2009.- Undertake the Task 1 as described in the attached document and as finalized in discussion with Heather Renner and Joel Reynolds. Deadline for Task 1 draft report: 31 Dec 2009.- Undertake the Task 2 as described in the attached document and as finalized in discussion with Heather Renner and Joel Reynolds. Deadline for Task 2 draft report: 30 March 2010.- Undertake the Task 3 as described in the attached document and as finalized in discussion with Heather Renner and Joel Reynolds. Deadline for Task 3 draft report: 31 May 2010.- Deadline for final reports: 30 June 2010. IMPROVING THE DATA COLLECTION EFFICIENCY AND INFORMATION QUALITY OF THE LONG-TERM SEABIRD COLONY MONITORING PROGRAM ON ALASKA MARITIME NWRTASK 1: IMPROVING ANALYSIS OF COLONY-SPECIFIC DATAIdentify appropriate statistical models and estimation methods for summarizing colony-specific seasonal estimates of productivity and timing of breeding as well as for trends in these parameters, given the historic data collection methods and effort levels. 'Trend' estimation methods should account for relevant covariates or demographic models identified and provided by the Refuge. Product: Report summarizing identified methods, assumptions/concerns, and results from applying those methods to observations from Buldir Island, 1976-2009 [kittiwakes (2 species), murres (2 species), puffins (2 species) and auklets (4 species)]. Discussion section should include any recommended modifications to survey design or data collection methods that arise in the analysis. Report should be written as a Sweave document and incorporate adequate documentation of the embedded R code to allow interpretation by other parties. The resulting R objects should also be provided. TASK 2: COLONY DATA COLLECTION Based on the results of Task 1, provide guidance on how the standard errors for the productivity and timing estimates (both annual summary and trends) are expected to change with seasonal sampling effort (number of observations) and number of years of annual monitoring. Provide relevant analytical or simulation methods to guide planning for both seasonal (annual summary) and trends analyses. Product:Report summarizing identified 'survey effort' analysis methods, assumptions/concerns, and results from applying those methods based on the results from the analyses in Task 1. Report discussion should include recommended effort levels and monitoring frequency to attain the colony monitoring objectives identified by the Refuge. Report should be written as a Sweave document and incorporate adequate documentation of the embedded R code to allow interpretation by other parties. The resulting R objects should also be provided. TASK 3: IMPROVING REGIONAL SYNTHESIS OF COLONY DATAIdentify appropriate statistical models and estimation methods for regional synthesis across colonies of productivity / timing observations, accounting for potentially relevant covariates (e.g., mean annual SST near colony, marine ecosystem region (categorical descriptor), etc.) identified and provided by the Refuge Product: Report summarizing identified methods, assumptions / concerns, and results from applying those methods to observations from colonies identified by the Refuge. Discussion section should include any recommended modifications to survey design or data collection methods that arise in the analysis. Report should be written as a Sweave document and incorporate adequate documentation of the embedded R code to allow interpretation by other parties. The resulting R objects should also be provided.
