- CONTRACT INFORMATION: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. The purpose of this Source Sought is to gain knowledge from potential small contractors who are interested and have the capability and qualifications to complete and perform the below described construction services. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 237990-Dam Construction and the small business size standard is $33.5 Million. The SIC is 1629-Heavy Construction, Not Elsewhere Classified and the Federal Supply Code is Y211-Construction/dams. Government will use responses to this SOURCES SOUGHT synopsis to make appropriate acquisition decisions to solicit this project as either a competitive Service Disabled Veteran Owned, 8a or HubZone Small Business or Unrestricted. Proposals will be evaluated using Two-Step Sealed Bidding procedures that will result in award of a firm-fixed-price contract to the offeror whose submitted an acceptable technical proposal in step one and responsible bid, conforming to the solicitation, and is the most advantageous to the Government in step two. The magnitude of the Folsom Dam, Control Structure Contract is estimated between $250,000,000 to $500,000,000. Public bid opening procedures are applicable to the solicitation. A firm fixed price UNRESTRICTED contract is anticipated to be awarded using two-step sealed bidding evaluation criteria. General Description of Work: The Joint Federal Project (JFP), Folsom Dam, Control Structure Contract located in Folsom CA The auxiliary spillway control structure is a reinforced concrete gravity structure about 150 feet high. The control structure construction will be the first of multiple construction contracts and includes the foundation excavation and preparation, STG fabrication and installation and mass concrete placement. The control structure construction contract is structured for a general engineering contractor specializing in mass concrete placement operations. The control structure is founded on bedrock and comprised of two 89'- 9" wide independent flow-through monoliths flanked by three non-flow-through monoliths also keyed into the adjacent rock. Each flow-through monolith houses three STGs, each 23 feet wide by 34'- 0" high. Each of the six STGs will have its own dedicated steel bulkhead gate and hoist assembly. The scope of the control structure work element includes the excavation to final grade, preparation of the foundation, drainage and seepage controls, mass concrete placement, procurement, delivery and installation of the STGs and bulkhead gates, internal and external access, mechanical, electrical and instrumentation controls and the approach channel concrete walls and backfill. General Information: The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Submissions that do not meet all requirements or submitted within the allotted time will not be considered. Include in your Capabilities Statement: 1) Ability to obtain bonding coverage of at least $250 Mil; 2) Recent and relevant "Control Structure or Dam construction" experience with federal government work within the last 3 calendar years, for projects of similar size, scope, and complexity; 3) How you will manage work in accordance with FAR 52.219-14(b)(3), Limitation on Sub- contracting: ‘General Construction'; 4) All respondents in response to this notice, must identify their business size relative to the NAICS Code.
