- (i). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii). W912CM-09-T-0274 Request For Quote (RFQ) is issued with no applicable Set-Aside. (iii). Provisions and clauses incorporated by edited reference are: 52-212-5, 252.212-7001, and 252.2009-7001 Alt I. (iv). Provisions and clauses incorporated as read-only reference are: 252.225-7042. (v). Provisions and clauses incorporated by edited full text are: CCE-204-4000 (vi). Provisions and clauses incorporated as read-only full text are: CCE-204-4005, CCE-204-4008, CCE-225-4000, CCE-225-4003, CCE-233-4002, and CCE-237-4000. (vii). Applicable NAICS code is 561110. (viii). Contract Line Item Number (CLIN): 0001: Non Personal Service contract for Army Community Service (ACS), Family Advocacy Program (FAP) Administrative Technician (see Statement of Work). (ix). Date of Delivery: Requested delivery date is 1 September 2009 through 31 August 2010 primarily at Building 2917, Pulaski Barracks, Kaiserslautern, Germany, as defined in the Statement of Work (SOW). (x). The provision of 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offers may be submitted via e-mail or delivered in person to the designated point of contact. Vendors must be registered and active in the Contractor Central Registration (CCR) (http://www.ccr.gov.). (xi). Award will be made to the responsible vendor with the best qualifications. Award is all or none basis. FAR 52.225-17, Evaluation of Foreign Currency Offers (Feb 2000) also applies to this RFQ. Note: the applicable exchange rate will be obtained from the published rate by the U.S. Federal Reserve Bank. (xii). Offereor hsa to include a completed copy of the provisions at FAR 525.212-3, Offeror Representations and Certifications -- Commercial Items, and DFARS 252.212-7000, Offereor Representations and Certifications -- Commercial Items (Jun 2005), with offer. (xiii). Clause at 525.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. The following clauses will be included if award is made to a host nation vendor: 52.225-14, Inconsistency Between English Version and Translation of Contract (Feb 2000); 252.229-7001, Tax Relief (Jun 1997); 252.225-7042, Authorization to Perform (Apr 2003); 252.232-7008, Assignment of Claims (Overseas) (Jun 1997); 252.233-7001, Choice of Law (Overseas) (Jun 1997); and 252.225-7041, Correspondence in English (Jun 2997). (xiv). Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Jun 2008) (Deviation) and DFARS 252.212-7001, Contract Terms and conditions Required to Implement Statutes or Executive Orderes Applicable to Defense Acquisitions of Commercial Items (Mar 2008), apply to this acquisition with the following clauses included (checked): 52.203-3, Gratuities (Apr 1984) (10 U.S.C. 2207) and 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports (Mar 2008) (10 U.S.C. 2227). Also clause at 252.246-7000, Material Inspection and Receiving Reports (Mar 2008). (xv). The Defense Priorities and Allocations system (DAPS) and rating do not apply to this RFQ. (xvi). Quotes must be received not later than 05:00 PM, 20 August 2009, CEST. Quotes received after the deadline will not be considered. (xvii). (xviii).
