- Request for Information (RFI). The Federal Bureau of Investigation (FBI) is looking to identify a company to provide Leadership Training in the Arlington, Virginia area, as indicated below: Leadership Training Requirement Goal: Enhance and further develop the leadership capabilities/skills of Government employees in a dynamic, demanding environment characterized by periodic leadership turnover, high-stress mission demands, and rapidly evolving policy/operational guidance governing daily activities. Objective: Provide facilitated, modular leadership training in a team-building environment to two separate audience groups: - Senior Leadership (Leading and Managing other Managers) o Unit Chiefs, Section Chiefs - Junior & Mid Grade Leadership (Direct Leadership and Management) o Shift Leaders, Office Directors (This two tiered, parallel approach may be accomplished by coincidental workshops/ presentations to minimize travel. Example: Senior & Jr/Mid Grade on sequential days.) Requirement: Provide facilitated, modular, tailored (to specific organizational policies and requirements) small group seminar-based leadership instruction (including practical and team-building exercises) once monthly to each of two distinct audiences in 4-8 hour blocks of instruction. In order to maximize attendance and not significantly detract from the mission, it is envisioned that training would be modularized in 8 hour increments on a monthly basis, preferably on Mondays for Jr/Mid-Grade Leadership. Group Size: 20-25. Facilitated instruction is expected to begin at the group level, but quickly transition for the majority of the available time to smaller facilitated sub-groups. Instruction is expected to be a mix of lecture and practical exercise focused on basic leadership skills and team-building in a demanding, rapidly evolving national security environment. General Concept: - Monthly seminars x 6 - Seminars should between 4 and 8 hours in duration - Focus is to begin with larger leadership issues and gradually become more specific - Provide team-building leadership exercises as part of the practical exercise opportunities - Provision for a monthly accelerated review session (prior to new seminar instruction) in for 1-1.5 hours for personnel who may be forced to miss a seminar Topical Progression Sr Leadership Sem 1: Leadership for Senior Managers (Information Management & Decision Making) Sem 2: Goals, Objectives and Performance Metrics (Strategic Leadership & Thinking) Sem 3: Time, Priorities and Planning Sem 4: Leading, Delegating, Motivating and Checking Sem 5: Performance Counseling and Evaluations for Sr Leaders Sem 6: Mentoring for Sr Leaders Jr Leadership Sem 1: Techniques for First Line Supervisors Sem 2: Self Evaluation and Leadership Improvement Sem 3: Interpersonal Skills, Motivation and Individual Development Sem 4: Evaluating Performance and Developing Improvement Plans Sem 5: Performance Counseling and Evaluations for Jr Leaders Sem 6: Mentoring for Jr Leaders The purpose of this RFI is to determine if there are business concerns capable of satisfying the Government's requirements, specifically small business. Security at the location will require contractor to adhere to the FBI's security requirements. This notice is a REQUEST FOR INFORMATION ONLY and is not a request for competitive quotations; however, interested parties may identify their interests and capabilities to respond to this requirement electronically to Catherine.markardt@ic.fbi.gov on or before August 21, 2009, 10:00am (Eastern Daylight Time). Responses must be marked as follows: "RFI 2009/ 0234466." Company shall provide DUNS #, TIN #, and provide verification of registration in CCR. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the government not to compete this proposed contract based upon a response to this notice is solely within the discretion of the Government.
