- ANG MOB VI Mobility Items (Addresses for shipping and unit breakdown of who gets what items). ANG MOB VI Mobility Items (Sizes) ANG MOB VI Mobility Items (Bid Schedule) COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It is the government's intention to award this requirement using FAR Subpart 13.5 procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ). The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-36, Effective 11 August 2009. All responsible sources may submit a quotation which shall be considered. Prospective offerors must be CCR registered and must complete the ORCA on-line representation or provide a copy of their representation and certification as required by FAR Clause 52.212-3. The North American Industry Classification System (NAICS) code is 423990. 1. Description: The required items are as listed on the attached spreadsheets with individual nomenclature, part numbers/NSN, and quantities. The Government requests brand name or equal. If providing an or "equal" item, the quote must state that the item is an or "equal" and must be accompanied with descriptive literature and/or specifications including manufacturer name and part number. Salient characteristics are embedded in the attached spreadsheets. The prospective offeror has the responsibility to ensure that any or "equal" items proposed are bonafide or equals to the items requested. These are all individual items, not kits. The attached spreadsheet identifies the delivery locations with quantities for each location. Prices must be submitted based on FOB Destination prices. 2. Delivery: 30 September 2009 FOB Destination 3. EVALUATION: Award will be made on the basis of the lowest price of proposals meeting or exceeding the acceptability standards for non-cost factors. The following factors shall be used to evaluate offers: (a) Delivery Schedule; (b) Price Delivery schedule is significantly more important than price. Offerors must meet the delivery schedule criteria by being able to provide the required items no later than 30 September 2009. Deliveries must be made in full by the required NLT date. The Government will evaluate offerors delivery schedule for each individual item as a "pass" or "fail" based on whether or not the offeror possesses the ability to make full delivery prior to the NLT date required for each item. Offerors lacking the ability to deliver a particular item within the stated NLT delivery time for an item will not be considered for award of that item unless as noted below. Those offerors with the capability of delivering by the NLT date will be evaluated on price of those items. The Government may make multiple awards in order to obtain the best overall value for the Government. In the case of all offerors not being able to meet a NLT delivery date for a particular item, award may be made to the offeror providing the delivery date closest to the NLT date provided. Therefore, if an offeror cannot meet the NLT delivery date, the offeror should provide the earliest date in which they can make delivery. The Government reserves the right to award a single award or make multiple awards in order to obtain the best overall value for the Government.
