- Solicitation SPM3S1-08-R-7051 for the Tailored Operations Training Meal (TOTM) will be procured as an Indefinite Quantity Type Contract with a Base Year and Three 1-Year Options. Each year has a minimum quantity of 15,000 cases and a maximum quantity of 48,000 cases. Competition is Unrestricted and the Trade-Off Process will be used for Source Selection. An EPA Clause will also be included with the acquisition after approved by DLA. Destination is FOB and Inspection & Acceptance is at Origin. Single award of each of the following NSNs is anticipated under this solicitation: NSN/LSN: 8970-01-E10-0238 NSN/LSN: 8970-01-E10-0239 NSN/LSN: 8970-01-E10-0240 The Tailored Operational Training Meal (TOTM) is a totally self-contained packet consisting of a meal packed in a flexible meal bag that is lightweight and fits easily into military field clothing pockets. There are 3 sets of menus available (see menu descriptions and the technical data package at the following website, http://www.dscp.dla.mil/subs/rations/programs/index.asp). Each set is comprised of twelve menus. There are twelve meals per case. The TOTM may also be easily adapted for disaster relief efforts. The net weight per case is approximately 20 lbs. and.95 cubic feet, while each pallet weighs approximately 1,023 lbs. and is approximately 52.7 cubic feet. This ration employs many of the same components as the MRE. Menus typically contain a MRE entrée, wet-pack fruit, a beverage base, flameless heater, dining kit, and other assorted components. The contents of one TOTM meal bag provide an average of 997 calories. Except for the beverages, the entire meal is ready to eat. While the entree may be eaten cold when operationally necessary, it can also be heated in a variety of ways including immersion in hot water while still sealed in its individual entree package. A flameless heating device has also been packed into each meal bag to heat the entree. This product is designed to be a "just in time"/Direct Vendor Delivery (DVD) item with a 7-10 day delivery time. The shelf life of the TOTM at the time of delivery to the customer will be 18 months to no less than 12 months shelf life when stored at 80 degrees Fahrenheit. The procedures contained in the Integrated Pest Management (IPM) Program Requirements for Operational Rations and Contractor Sanitation Program Operational Rations (Applicable to all Operational Rations) are required. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
