- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N62786-09-T-JB20 applies. Quotes must be received by 12:00 p.m. ET on Tuesday, September 1, 2009 to be considered. The RFQ, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36 and DFARS Change Notice (DCN) 20090729. The proposed acquisition is being processed utilizing Simplified Acquisition Procedures. It is anticipated that award will take place on or before 06 September 2009. Supervisor of Shipbuilding, Bath, Maine acting as the Contracting Office for Portsmouth Naval Shipyard, Portsmouth, NH has a requirement for Propulsion Shaft Alignment on the Large Harbor Tug, YTB-771 in accordance with the following Statement of Work (SOW). The period of performance for the work is 30 September 2009 through 20 October 2009. The work is to be performed at the Portsmouth Naval Shipyard, Portsmouth, NH Dry Dock #1. STATEMENT OF WORK: Background: Subject craft has recently undergone an overhaul, replacing the propulsion shafting and associated waterborne bearing. Recent problems exist with the proper angularity alignment with the Main Reduction Gear Output Coupling and the Propulsion Shaft Coupling. Existing shaft and shaft coupling are considered to be true as well as the positioning of the Main Propulsion Diesel Engine and Main Reduction Gear. Suspect area of Stern Tube and Stern Tube Bearing (Cutlass) causing the misalignment. All interferences shall be removed and reinstalled by Shipyard personnel (e.g. propulsion shaft, shaft coupling, propeller and rudder). Craft Characteristics: Stern Tube (Bearing Surface Area) 15 " ID, 50 " Length; Stern Tube Total Length: 15' 10"; Nominal Shaft Diameter: 11 " OD, Sleeved at Bearing and Seal areas; Shaft Total Length: 27 Feet. Statement of Work: 1) Achieve and maintain security access to the Naval Facility and the location of Craft for all employees, equipment and sub-contractors throughout contract period. 2) Remove existing Stern Tube bearing (Duramax Corp., Model: Logic). 3) Measure and inspect internal surfaces of the Stern Tube casting in way of bearing removals. 4) Accomplish an Optical Laser Alignment measure, utilizing Main Reduction output coupling for center point and angle to the after end of Stern Tube center point opening. There shall be three (3) equal distance points of reference through the Stern Tube casting (bearing area). 5) Submit a legible report in hard copy, or in electronic media to the SUPERVISOR (Naval Supervising Activity), within two (2) working days of inspection, listing the results of the measurements and conditions found. Report shall include recommendation and process control procedure to achieve proper shaft parallel alignment to within.005 of an inch and total coupling face angular alignment to within.015 of an inch. 6) Machine and install new over sized (OD) stern tube bearing (Provided by the SUPERVISOR) to designed fit and to achieve proper shaft parallel alignment to within.005 of an inch and total coupling face angular alignment to within.015 of an inch, using Drawing 203-2263019 Rev F for guidance. 7) Remove existing, install and align new pedestal line shaft bearing (Provided by the SUPERVISOR), using Drawing 203-4372256 Rev A for guidance. 8) Accomplish a final Optical Laser Alignment measure after bearing installation using the requirements of (4) to verify proper placement of bearings. 9) Submit a legible report in hard copy, or in electronic media to the SUPERVISOR, within two (2) working days of measuring final alignment and completion of work. Option: 1) Produce capabilities and accomplish line boring of existing Stern tube casting to achieve proper alignment, if repair resolution is deemed necessary by the SUPERVISOR. Vendor must provide valid Commercial and Government Entity (CAGE) Code, DUNS number and Tax ID number. To be eligible for award, you must be properly registered in the Central Contractor Registry at www.ccr.gov.
