Bell Street, CM#3, Room 425, Arlington, VA 22240 Purpose: The purpose of this RFI is to conduct market research to gain knowledge and help the Government understand the available commercial solutions and tools able to satisfy the DoD Information Assurance (IA) controls and estimates of what such services might cost. Background: The Business Transformation Agency (BTA) Defense Business Systems Acquisition Executive (DBSAE) is responsible for the management of DoD enterprise level business system acquisition for the Defense Business Systems Management Committee (DBSMC). The DBSAE is charged with developing, coordinating, and integrating projects, programs, systems and initiatives that provide DoD enterprise-wide business capabilities to the warfighter. The DBSAE, as the DoD Component Acquisition Executive (CAE) Milestone Decision Authority (MDA), is responsible for exercising acquisition oversight in accordance with statutory and regulatory requirements Enclosure 4, DoD Instruction 8500.2, February 6 2003, identifies the IA controls currently of interest and includes specific callouts for Mission Assurance Category (MAC) II and III sensitive programs. The MAC I solutions are also of interest to the Government, but are less common to the BTA. The DBSAE intends to assemble a “Best Practices” Guide for use by all DBSAE Portfolio Programs. Any viable solution or tool must provide flexible options for the current and future security requirements. The DBSAE Portfolio is comprised of varied system architectures. The Government must also consider solution approaches that accommodate local enclave and “remote” client-server, distributed server and web-enabled topologies. The “Best Practices” Guide will provide choices to DBSAE Integrators regarding these architectural approaches. Key Feature The DBSAE is seeking to identify and implement best practices for DoD IA controls within the following groups (see Enclosure 4 to DoD Instruction 8500.2, February 6 2003): Continuity, Security Design and Configuration, Enclave and Computing Environment, and Identification and Authentication. The intent is to standardize solutions and methodology across the portfolio. The goal is to be continuously flexible and scalable enabling applicability across the commercial and government applications with interoperability, reliability, ease of use and affordability. Future Vision The DBSAE will continue to modernize and transform DoD’s business systems on an incremental basis. DBSAE’s future systems will incorporate modern architectural approaches, including Services based Architecture. As threats emerge and potential program weaknesses are identified, new solutions will be required to eliminate or acceptably mitigate discovered weaknesses. Identify, by IA control, the potential weakness(es) the solution mitigates. 2. Available options or tools with estimated pricing (for planning and budgetary purposes.) 3. Support service agreements associated with each solution (providing detailed material or demonstration of the existing products or solution approaches.) 4. Cite the DoD or Federal programs currently using each solution. 5. Other factors DOD should consider for a complete approach. Submission Instructions and Format: Interested firms are invited to respond to this Sources Sought Notice by providing the following information: (1) Name and address of applicant/company (Corporate/Principal Office) (2) Name, telephone number, fax number, and e-mail address of point of contact (3) General Service Administration (GSA) contract number (if applicable) (4) CAGE Code and DUNS Number (if applicable) (5) Business type (6) Capabilities statement which summarizes relevant experience, capabilities, and information consistent with the effort described herein. The capabilities statement should provide sufficiently detailed descriptions to allow an accurate assessment of capabilities, industry practices, and estimates for pricing methodology. Respondents should include any specific contracts where the respondent was materially involved at a comparable level of effort. This is not a request for proposals. Please do not submit proposals at this time. The BTA is only seeking sources for market research at this time to determine the availability of commercial capabilities in the described areas. Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. The Government will not pay for any materials provided in response to this Sources Sought Notice or any follow-up information requests. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. Submission: Submission shall be no more than ten (10) pages, excluding cover sheet, single-spaced, 8.5 x 11 paper, 1 inch margin, and no smaller than 12 point type and compatible with MS Office Word or Adobe PDF format. The 10-page limit shall include all attachments. This RFI should be submitted by email to billie.robertson@bta.mil.
