- Description
- Draft Applications Product Lines Enterprise Services (APLES) PWS Sources Sought Questionnaire This request for information (RFI) is issued for planning purposes. Final acquisition strategy has not been approved. This RFI does not constitute a Request for Proposal, Request for Quote, or Invitation for Bid. Nor does its issuance restrict the Government’s acquisition approach in any manner. The United States Coast Guard (USCG), Operations Systems Center (OSC), in Kearneysville, West Virginia is seeking capable and interested 8(a) certified small business sources or 8(a) joint ventures, including those with an approved SBA Mentor Protégé Agreement that can provide software engineering and development services. Contract teaming is encouraged as prescribed under the SBA rules for Joint Ventures, Prime Contractor/Sub-Contractor arrangements, and the SBA’s Mentor-Protégé Program Procedures. For more information, interested 8(a) firms should consult with their respective Business Development Specialist or visit www.sba.gov/8abd. The successful contractor will be required to provide software engineering services in support of Department of Homeland Security (DHS) and USCG enterprise applications and information developed and maintained by the OSC. The OSC is the USCG’s software development center (SDC) and hosting facility providing full life cycle support for operationally focused Coast Guard Automated Information Systems (AIS) and critical infrastructure services and components. OSC’s mission is to provide enterprise software life-cycle support (i.e. design, development, implementation, hosting, maintenance, production operation, and enhancement) of mission critical enterprise software applications. These applications support the Coast Guard’s strategic and mission objectives. It is anticipated that any resultant contract will be a single award, IDIQ contract issued under FAR Part 15. 8(a) certified small businesses should respond with a capability statement that addresses all pertinent information requested in the attached questionnaire. Respondents should specifically demonstrate their ability to perform at least 51 percent of the work required and have the appropriate security clearances. A long-term contract is anticipated; one base year and subsequent options for an estimated total period of 60 months. Potential offerors are encouraged to monitor the FedBizOps website for additional information. Businesses other than 8(a) certified firms should not respond. Responses must be submitted no later than Monday, 31 August 2009 via email to Kathy P. Klein at Kathy.p.klein@uscg.mil. Responses to all questions relative to this RFI will be formally posted in FedBizops.
